or debt, bond issues, impact =_s, assessments and other <br />appropriate sources. <br />POLICY 5.8: All development orders issued by the county which <br />require public facilities that will be financed by debt shall <br />be conditioned on the issuance of the debt or the substitution <br />of a comparable amount of non -debt revenue. <br />POLICY 5.9: Pursuant to section 163.3187, Florida Statutes, <br />the schedule of Capital Improvements may be amended two times <br />during any calendar year and as necessary for emergencies, <br />development of regional impacts, and certain small scale <br />development activities. <br />POLICY 5.10: The mandatory semi-annual report to the <br />Department of Community Affairs concerning amendments to the <br />Comprehensive Plan due to emergencies, developments of <br />regional impact, and selected small development shall identify <br />any changes to adopted goals, objectives, or policies in the <br />Capital Improvements Element. <br />POLICY 5.11: Pursuant to Section 163.3177, Florida Statutes, <br />the Schedule of Capital Improvements may be adjusted by <br />ordinance and not deemed to be amendments to the Comprehensive <br />Plan when such amendments relate to corrections, updates, and <br />modifications concerning costs; revenue sources; acceptance of <br />facilities pursuant to dedications which are consistent with <br />the plan; or the date of construction of any facility except <br />transportation facilities enumerated in the Schedule of <br />Capital Improvements; for transportation facilities a delay in <br />construction of the facility which causes the level of service <br />standard to deteriorate below the adopted minimum level of <br />service for the roadway will require a comprehensive plan <br />amendment. <br />-- POLICY 5.12: The county shall ensure that all capital <br />improvements programs identified in various elements of the <br />Comprehensive Plan are completed according to schedule. The <br />only acceptable delays will be those which are subject to one <br />of the following. <br />o Projects providing capacity equal to, or greater than, <br />the delayed project are accelerated within or added to <br />the Schedule of Capital Improvements, in order to provide <br />capacity of public facilities in the fiscal year at least <br />equal to the capacity scheduled prior to the act which <br />delayed the subject project. <br />o Modification of development orders issued conditionally <br />or subject to the concurrent availability of public <br />
