o Development orders approved for to adoption of this <br />plan <br />o Single-family units in existing platted subdivisions or <br />in existing legal, buildable parcels <br />o New orders permitting redevelopment <br />o New orders permitting" new developments where the <br />applicant funds the infrastructure expansion in exchange <br />for future reimbursement <br />G New orders permitting new developments without developer <br />participation <br />POLICY 5.4: The county shall utilize the following priority <br />for extension of facilities and services. <br />c To serve areas within the existing Urban Service Areas <br />c To serve and support the staged development of Urban <br />Service Areas <br />POLICY 5.5: The county shall coordinate with other local, <br />state, and federal agencies as well as private entities to <br />create an efficient capital improvements schedule which <br />provides the following general benefits while minimizing the <br />financial burden of providing facilities and services. <br />o Reduction of overall capital and operating expenditures <br />by the development of multi -use facilities; more <br />efficient land use patterns and phasing, <br />o Reduction of overlapping, duplicating services and <br />administrative procedures, <br />o Implementation of adopted physical, social and economic <br />goals and policies in a least -cost manner, <br />o Better coordination of public capital investment with <br />private capital expenditures. <br />POLICY 5.6: The county shall.continue utilizing enterprise <br />funds for the provision of the Sanitary Sewer, Potable Water, <br />and Solid Waste facilities.
