OBJECTIVE 4 Future Development's Share of Capital Costs <br />The county will have a Capital Improvements program which ensures <br />that future developments bear a proportionate share of the cost of <br />providing the infrastructure required to maintain adopted level of <br />service standards. <br />POLICY 4.1: The county shall pay for infrastructure <br />improvements and services needed to satisfy future needs while <br />maintaining adopted levels of service through impact fees, <br />development dedication, and developer contribution. <br />POLICY 4.2: The county shall upon the recommendation of the <br />established Indian River County Finance Advisory Committee <br />explore various sources of revenue for funding capital <br />improvement projects. <br />POLICY 4.3: The county shall study and, if feasible, <br />implement new funding mechanisms such as the establishment of <br />a stormwater utility district, creation of countywide <br />recreation district, development of a recreation impact fee, <br />and establishment of other appropriate funding sources as <br />identified in the various elements of the Comprehensive Plan. <br />POLICY 4.4: The county will continue to implement the <br />existing roadway, water and sewer impact fee ordinances. <br />OBJECTIVE 5 Local Government's Ability to Provide Required <br />Services and Facilities <br />The county will have a capacity monitoring system for all <br />improvements and facilities identified in the various elements of <br />the Comprehensive Plan in order to ensure that the county can <br />adequately plan for necessary facility improvements. <br />POLICY 5.1: Land use decisions in the county shall be made <br />based on the planned availability of facilities to maintain <br />adopted levels of service. <br />POLICY 5.2: The county shall not approve land use change <br />requests unless adequate infrastructure, to support the area <br />exists or is programmed. <br />POLICY 5.3: In the event that the planned capacity of public <br />facilities is insufficient to serve all applicants for <br />development order, the county shall schedule capital <br />improvements to serve developments in the following order of <br />priority. <br />
