I CHAPTER V 2 3 APPLICATION PROCESS/PROCEDURES 4 5 The purpose of this chapter is to provide guidance through a sequential procedure for the 6 Children's Services Advisory Committee to follow. 7 8 Phase 1: 9 Develop a comprehensive_Needs Assessment of services, Asset Mapping, population needs 10 and prioritization of unmet and undermet needs, conducted through a recognized 11 methodology of study, such as PATCH (Planned Approach to Community Health) or other 12 similar programs. 13 For this information, the Children's Services Advisory Committee will identify unmet or 14 undermet needs and prioritize needs to be addressed. 15 16 Review and revise the Children's Services Advisory Committee Guide, policy and 17 objectives annually. Any changes must be taken to the BCC for approval. 18 19 Phase 2: 20 Compile and rate identified needs based on the results of the Needs Assessment, including 21 both unmet and undermet needs. 22 23 Phase 3: 24 Write and advertise the Request For Proposal in accordance with Indian River County 25 Procedures. The Request For Proposal shall include instruction, administrative 26 requirements, a list of priority of needs, measurable parameters, requested program budget, 27 what constitutes acceptable expenses, time line for return for letter of intent, and statement 28 that all grants are reimbursement grants. 29 30 Phase 4: 31 Evaluation of submitted applications is performed by the Children's Services Advisory 32 Committee and the Grant Review and Program Sub-Committee. Recommendation for 33 funding to the Board of County Commissioners for each program selected is the final step. 34 35 The following is a flow chart depicting the process for the Children's Services Advisory 36 Committee process and procedures.
