I CHAPTER V <br />2 <br />3 APPLICATION PROCESS/PROCEDURES <br />4 <br />5 The purpose of this chapter is to provide guidance through a sequential procedure for the <br />6 Children's Services Advisory Committee to follow. <br />7 <br />8 Phase 1: <br />9 Develop a comprehensive_Needs Assessment of services, Asset Mapping, population needs <br />10 and prioritization of unmet and undermet needs, conducted through a recognized <br />11 methodology of study, such as PATCH (Planned Approach to Community Health) or other <br />12 similar programs. <br />13 For this information, the Children's Services Advisory Committee will identify unmet or <br />14 undermet needs and prioritize needs to be addressed. <br />15 <br />16 Review and revise the Children's Services Advisory Committee Guide, policy and <br />17 objectives annually. Any changes must be taken to the BCC for approval. <br />18 <br />19 Phase 2: <br />20 Compile and rate identified needs based on the results of the Needs Assessment, including <br />21 both unmet and undermet needs. <br />22 <br />23 Phase 3: <br />24 Write and advertise the Request For Proposal in accordance with Indian River County <br />25 Procedures. The Request For Proposal shall include instruction, administrative <br />26 requirements, a list of priority of needs, measurable parameters, requested program budget, <br />27 what constitutes acceptable expenses, time line for return for letter of intent, and statement <br />28 that all grants are reimbursement grants. <br />29 <br />30 Phase 4: <br />31 Evaluation of submitted applications is performed by the Children's Services Advisory <br />32 Committee and the Grant Review and Program Sub-Committee. Recommendation for <br />33 funding to the Board of County Commissioners for each program selected is the final step. <br />34 <br />35 The following is a flow chart depicting the process for the Children's Services Advisory <br />36 Committee process and procedures.
