4. To protect both municipal personnel who may come into contact with sewage, <br />sludge and effluent in the course of their employment as well as protecting the <br />general public; <br />5. To prevent a hydraulic overload of the municipal wastewater system, <br />7. To provide for equitable distribution of the cost of operation, maintenance and <br />improvement of the municipal wastewater system; and, <br />8. To ensure that the County complies with its NPDES pernvt conditions, sludge use <br />and disposal requirements, and any other Federal or State laws which the <br />municipal wastewater system is subject to. <br />This ordinance provides for the regulation of direct and indirect discharge to the <br />municipal wastewater collection system through the issuance of permits to certain <br />Industrial Users and through enforcement of general requirements for all other Industrial <br />Users. This ordinance also authorizes monitoring and enforcement activities, establishes <br />administrative review procedures, requires user reporting, and provides for the setting of <br />fees for the equitable distribution of costs resulting from the program established herein. <br />EN7653\REPORT\ORDINANC.I 8 <br />'To <br />6. <br />improve the opportunity to <br />recycle and <br />reclaim wastewater treatment plant <br />effluent and sludge. from the system; <br />7.
