User: Any person who contributes, or causes or allows the contribution of sewage <br />or industrial wastewater into the municipal wastewater system, including persons <br />who contribute such wastes from mobile sources. <br />46. Wastewater. The liquid and water carried industrial wastes, or sewage from <br />residential dwellings, commercial buildings, industrial and manufacturing facilities, <br />mobile sources, and institutions, whether treated or untreated, which is contributed <br />to the municipal wastewater system. <br />B. Purpose and Policy: <br />This ordinance shall apply to persons in Indian River County and to persons outside of <br />the County who are, by contract or agreement with the County, users of the County's <br />wastewater sewers or wastewater treatment facilities. <br />Except as otherwise provided herein, the Utilities Department Director of the County <br />wastewater systems or his designees shall administer, implement, and enforce the <br />provisions of this ordinance. <br />This ordinance sets forth uniform requirements for direct and indirect discharges of <br />pollutants from Industrial Users into the wastewater collection and treatment system of <br />Indian River County and enables the County to comply with all applicable State and <br />Federal laws including the Clean Water Act (33 USC 1251 et seq.) and the General <br />Pretreatment Regulation (40 CFR Part 403). The purpose of this ordinance is: <br />1. To prevent the introduction of pollutants into the municipal wastewater system <br />which will interfere with the operation of the system; <br />2. To prevent the introduction of pollutants into the municipal wastewater system <br />which will pass through the system, inadequately treated, into receiving water or <br />the atmosphere or otherwise be incompatible with the system, <br />3. To ensure that the quality of the wastewater treatment plant sludge is maintained <br />at a -level which does not impact its marketability and allows normal handling and <br />disposal procedures (i.e., does not cause changes in the regulatory classification <br />of the sludge). <br />E:V 653\REPORT\ORDLKANC.I <br />
