C, In the. case of an accidental discharee by a user, the user is liable for all costs <br />incurred by the County due to the accidental discharge. The County will assess <br />the user for these costs in accordance with Section VI of this ordinance. <br />d. Within five (5) calendar days following an accidental or slug discharge, the <br />user shall submit to the Utilities Depanment Director a detailed written repon <br />describing the cause of the discharge..and the measures to be taken to prevent <br />similar future occurrences. Such notification shall not relieve the user of any <br />expense, loss, damage or other liability which may be incurred as a result of <br />damage to the POTW, fish kills, or other such damage to person or property, <br />nor shall each notification relieve the user of any fines, liability, civil penalties, <br />other applicable law which may be imposed. <br />2. Requirements: <br />As a condition of discharge to the County wastewater collection system, the Utility <br />Department Director may, at any time, impose any of the following requirements. <br />a. Industrial Users who store prohibited or limited substances, as described in <br />Section II, may be required to submit an accidental discharge prevention and <br />emergency action plan for County approval. <br />b. Either in-line or off-line storage may be required to reduce the threat of slug <br />loads (hydraulic or waste strength) or accidental discharges to the wastewater <br />collection and treatment system. <br />c. Grease, oil and sand interceptors shall be provided, when, in the opinion of the <br />Utilities Department Director, they are necessary for the proper, handling of <br />wastewater containing excessive amounts of grease, flammable substances, <br />sand, or other harmful substances. All interception units shall be of type and <br />capacity approved by the Utilities Department Director and shall be so located <br />to be easily accessible for cleaning and inspection. Such interceptors shall be <br />V <br />nspected, cleaned and repaired regularly, as needed, by the owner at his <br />expense. <br />d.
