s <br />STUART CAMPBELL, NEWLY ELECTED CITY COUNCILMAN WAS <br />PRESENT AND STATED HE WAS IN DISAGREEMENT WITH THE AGREEMENT <br />THAT WAS SIGNED BY THE CITY COUNCIL BECAUSE, IN HIS OPINION, <br />NOT ENOUGH THOUGHT OR CONSIDERATION WENT INTO IT BEFORE SIGNING. <br />HE REQUESTED THAT THE BOARD NOT SIGN THE AGREEMENT SO THAT THE <br />CITY COUNCIL CAN HAVE TIME FOR FURTHER INVESTIGATION AND RESEARCH, <br />MR. CAMPBELL FURTHER STATED HE WAS OPPOSED TO THIS AGREEMENT BECAUSE <br />THERE ARE AREAS IMMEDIATELY OUTSIDE THE CITY THAT ARE NOT BEING <br />SERVICED.THAT DESERVE CONSIDERATION. <br />MAYOR ALFRED FLETCHER APPEARED AND EXPRESSED OPPOSITION <br />TO PROVIDING SERVICES TO VISTA PROPERTIES. <br />MAYOR FLETCHER FURTHER STATED THE CITY COUNCIL WOULD LIKE <br />TO WORK WITH THE BOARD OF COUNTY COMMISSIONERS IN ORDER TO DETERMINE <br />AREAS TO BE SERVICED. <br />THE MAYOR WAS 'INFORMED THAT THERE*WERE TWO WORKSHOP MEETINGS <br />WITH CITY AND COUNTY ENGINEERS) AND CITY AND COUNTY OFFICIALS,AND <br />THAT CITY ENGINEERS ARE WORKING ON BOUNDARIES TO.BE PRESENTED TO <br />THE CITY COUNCIL AND THE BOARD OF COUNTY COMMISSIONERS. IT WAS <br />FURTHER STATED THAT THE FEDERAL GOVERNMENT WILL NOT GRANT FEDERAL <br />ASSISTANCE UNTIL BOUNDARIES ARE SET. <br />THE MAYOR TENTATIVELY SCHEDULED A MEETING WITH CITY <br />AND COUNTY ENGINEERS TO DISCUSS BOUNDARIES ON WEDNESDAY, DECEMBER <br />13, 1972. <br />AT THAT TIME, .JOHN CALMES, REPRESENTING VISTA PROPERTIES <br />OF VERO BEACH, INC. WITHDREW THE AGREEMENT AND SUPPLEMENTAL AGREEMENT <br />AND STATED HE WILL RENEGOTIATE WITH THE CITY. <br />VAL BRENNAN, PLANNING DIRECTOR, APPEARED AND <br />INFORMED THE BOARD THAT HE RECEIVED A LETTER FROM THE EAST <br />CENTRAL FLORIDA REGIONAL PLANNING COUNCIL WHICH STATED THAT INDIAN <br />RIVER COUNTY CERTIFICATION IS NO LONGER IN FORCE. -BECAUSE THE COUNTY <br />DOES NOT HAVE A MASTER SEWER AND WATER PLAN. <br />ON MOTION BY COMMISSIONER MASSEY, SECONDED BY COMMISSIONER <br />SIEBERT, THE BOARD UNANIMOUSLY -ADOPTED THE FOLLOWING RESOLUTION. <br />DEC`� foo s fa .1` <br />
