SANITARY SEWER SUB -ELEMENT <br />GOAL, OBJECTIVES AND POLICIES <br />It is the goal of Indian River County to have an efficient system <br />of sanitary sewer disposal to prevent degradation of existing <br />resources, promote orderly growth within the county service area, <br />and to meet existing and projected demands. <br />OBJECTIVE 1 Service Concurrent with Development <br />By 1991, the county will have adopted land development regulations <br />requiring sanitary sewer service to be provided concurrent with <br />development. <br />POLICY 1.1: New development within the unincorporated <br />portion of the Indian River County shall he approved only <br />when capacity is available to provide needed sanitary sewer <br />service. <br />POLICY 1.2: All, authorities within the county service area <br />operating sanitary sewer facilities shall monitor facility <br />demands and capacity information as development orders are <br />granted and shall continually advise the county of the <br />remaining capacity and changes in demand. <br />POLICY 1.3: The level of service standards for the county's <br />sanitary sewer facilities of 250 gallons per day (GPD) per <br />equivalent residential unit (ERU) <br />$6///W4/-71/9/, with a peak monthly flow factor of 1.25 are <br />hereby adopted and shall be utilized for ,determining the <br />availability of facility capacity and the demand generated <br />by a development. <br />POLICY 1.4: The county shall develop procedures to update <br />facility demand and capacity information as development <br />orders or permits are issued. <br />POLICY -1. 5 The Utilities Department shall prepare annual <br />summaries of capacity and demand information for each facili- <br />ty within the county service area. <br />POLICY 1.6: The county shall continue to allow the use of <br />septic tanks in rural areas for single family units and for <br />small retail establishments utilizing tanks for domestic <br />waste disposal only, where approved by regulatory agencies <br />consistent with the attached water and wastewater connection <br />matrix (Table 3.A.16). <br />OBJECTIVE 2 Correction of Deficiencies <br />By 1995, 40% of the existing residential units and 60% of the <br />existing non-residential units within the 1995 wastewater service <br />
