[�(e) Procedures for review of uses requiring administrative permits. Uses requiring an administrative permit shall be reviewed by the planning and zoning commission, pursuant to the procedures and notice requirements established in Chapter 914, Site Plans. Staff shall apply conditions and safeguards and standards as stated in section 971.04(1), above.
