[�(e) Procedures for review of uses requiring <br />administrative permits. Uses requiring an administrative <br />permit shall be reviewed by the planning and zoning <br />commission, pursuant to the procedures and notice <br />requirements established in Chapter 914, Site Plans. <br />MM Standards. No administrative permit shall be <br />approved by the planning and zoning commission unless. <br />Specific requirements. The proposal is <br />in compliance with all applicable <br />specific land use regulations of Chapter <br />971 and all other applicable regulations. <br />• 2. Comprehensive Plan. The proposal is <br />determined by to be consistent with the <br />Indian River County Comprehensive Plan. <br />[�(g) Status of decisions. Actions taken by the <br />planning and zoning commission regarding administrative <br />permits shall be deemed final unless appealed to the <br />board of county commissioners, pursuant to the site plan <br />appeal procedures of Chapter •� 914. <br />As indicated in sections 971.07-971.45, certain <br />specific administrative permit uses shall be <br />reviewed and approved at a staff level. Such uses <br />may be approved by the community development <br />director or his designee when accompanied by an <br />administrative approval site plan request. When <br />accompanied by a request reviewed as a minor site <br />plan, such uses may be approved by the Technical <br />Review Committee. Staff shall apply conditions and <br />safeguards and standards as stated in section <br />971.04(1), above. Actions taken by staff shall be <br />final unless appealed, pursuant to the site plan <br />appeal procedures set forth in Chapter 914. <br />Be Section 902.05(10)is hereby amended to read as follows. <br />(10) The planning and zoning commission shall consider <br />whether proposed administrative permit uses requiring <br />. • •- planning and ..zoning ...commission <br />review and approval conform to the specific use <br />requirements and make decisions related thereto. <br />C. Section 902.10(3)(b) is hereby amended to read as <br />follows: <br />(b) The technical review committee shall approve, <br />approve with conditions, disapprove or postpone <br />consideration of minor site plans '(as defined <br />herein) and certain administrative permit uses <br />allowed to be reviewed and approved by the <br />committee. Actions by the technical review <br />committee regarding minor site plans and <br />administrative permit uses shall be final unless a <br />written appeal to the planning and zoning <br />commission is filed by the applicant within ten <br />(10) working days. <br />D.
