(B) Locations. Sidewalks shall be either constructed <br />ff <br />r guaranteed for future construction by escrowing <br />unds as provided for in section 913.09(5(D), <br />ithin new subdivision project sites and along road <br />ights-of-way adjacent to projects, as f=ollows:- <br />1. All subdivisions shall provide sidewalks along <br />the entire frontage of adjacent roads <br />designated by the thoroughfare plan as <br />arterials or collector roadways (including <br />subdivision collector or subdivision feeder <br />roads), unless otherwise indicated by the <br />county comprehensive bikeway and s.idewal}c <br />plan. Projects may be exempted from this <br />requirement upon a determination, by the <br />public works and community development <br />directors, that the need for providing a <br />sidewalk(s) along the adjacent road right(s)- <br />of-way frontage of a site is precluded by <br />Dhvsical or design constraints. <br />All subdivisions shall provide sidewalks alon <br />the entire frontage of all adjacent .road <br />designated by the county comprehensive bikewa <br />and sidewalk plan as being school acces <br />routes; and <br />3. Sidewalks shall be located along the entire <br />tboth <br />rontage of all adjacent local streets, and on <br />sides of all interior local streets <br />ithin a subdivision except where one or more <br />f the followinq criteria are satisfied: — <br />a. Within residential subdivisions a street <br />segment serving no more than twenty (20) <br />lots terminates in a cul-de-sac where a <br />future extension of the street beyond the <br />cul-de-sac is not needed as determined <br />by the county traffic engineer. In such <br />cases no sidewalks shall be required <br />The density within the subdivision, if <br />residential subdivision, is not greate <br />than three (3) units per acre. In suc <br />cases no sidewalks shall be required.m <br />The community development director and <br />the public works director approve an <br />exemption based upon one or more of the <br />following criteria: <br />I. It is anticipated that the uses(s) <br />0(non-residential only) will not <br />attract or generate significant <br />pedestrian traffic; <br />II. A nearby existing or planne <br />sidewalk will adequately sery <br />anticipated pedestrian traffi <br />attracted or generated by th <br />subdivision; <br />III. The <br />anticipated <br />uses) <br />(non- <br />residential <br />only) <br />or vehicular <br />traffic <br />characteristics <br />of the <br />
