EE <br />Comprehensive Plan ATTACHMENT A Economic Development Element <br />Goal, Objectives, and Policies <br />It is the goal of Indian River County to have balanced and orderly economic growth. <br />By 2000, the county will have an average annual unemployment rate that is within two <br />percentage points of the State of Florida's average annual unemployment rate. <br />Policy 1.1: The county shall focus its industrial expansion efforts on attracting and expanding clean, <br />small-scale light manufacturing and assembly industries. <br />Policy 1.2: The county shall encourage the expansion of existing manufacturing industries and <br />attraction of new manufacturing industries that are listed in the Standard Industrial Classification <br />(SIC) codes 20 through 39, or that are identified by the county as target industries, by offering the <br />following county adopted economic development incentives and assistance: <br />► Local Jobs Grant Program; <br />► Traffic Impact Fee Financing; <br />► Utility Deposit Waivers; <br />► Expedited permitting process; <br />► Financing of water and sewer impact fees for any development project; <br />► Maintaining infrastructure with sufficient capacity (roads, water, sewer); <br />► Providing Industrial Revenue Bonds; <br />► Providing job training through Indian River Community College and the Jobs and <br />Education Partnership program; <br />► Assisting with federal or state grant applications (such as Community Development <br />Block Grants); <br />► Participating in the State Qualified Target Industry Tax Refund Program. <br />Policy 1.4: On an annual basis, the Economic Development Division of the Indian River County <br />Chamber of Commerce and other economic development groups designated by the Board of County <br />Commissioners shall survey local businesses that are included in the county's targeted industries list <br />and have more than ten employees.
