The remaining county-owned facilities were determined to be public oriented and <br />were evaluated for accessibility by the Buildings and Grounds Division using the <br />recently published Americans With Disabilities Act Accessibility Guidelines and <br />the Florida Accessibility Requirements Manual whichever was more stringent. <br />The Buildings and Grounds Division concentrated on the areas within the travel <br />route to the county facility or program taking a pro-active position on low cost <br />and readily achievable structural changes. The accessibility of the employee <br />areas of the public oriented facilities will continue to be monitored and addressed <br />on a case by case basis when an employee requests a reasonable accommodation <br />to a disability. <br />The following pages consist of those county-owned facilities that were evaluated <br />for accessibility, a list of items by facility that do not comply with the Americans <br />With Disabilities Act Accessibility Guidelines or the Florida Accessibility <br />Requirements Manual, a brief description of how those items can be corrected, <br />the estimated cost of compliance, and an estimated date of completion. The <br />priority of each non-compliance item is reflected in the date of completion column <br />and each item will be completed expeditiously as possible during the specified <br />fiscal year. In summary, FY 1993 has-an estimated compliance cost of $32,030, <br />FY 1994 has an estimated compliance cost of $19,755, and FY 1995 has an <br />estimated compliance cost of $13,830. It should be noted that this transition <br />plan will always be changing to reflect items brought into compliance and <br />subsequently dropped from the plan as well as new non-compliance items brought <br />to the county's attention and subsequently added to the plan. In addition to the <br />structural items identified in the transition plan and their estimated costs, <br />non-structural items not required by the transition plan but required by other <br />applicable 28 CFR, Part 35 Sections may have to be purchased by the county, <br />thereby increasing the previously stated compliance costs. Those non-structural <br />items may include tele-communications devices for the deaf (TDDs), public <br />notices, Braille printers, and specialized services such as sign language <br />interpreters. Of course, all of the structural and non-structural items stated <br />above will be properly maintained and continuously monitored to ensure <br />accessibility for the disabled. <br />As required by this federal law, the transition plan must include comments from <br />disabled individuals and organizations and other interested citizens. To receive <br />comments, the County conducted two public workshops. The first public <br />workshop was conducted on Thursday, July 30, 1992 and the second workshop <br />was conducted on Friday, August 28, 1992. After receiving and taking into <br />consideration the public's input, the transition plan was finalized and brought to <br />the Board for formal approval on Tuesday, September 15, 1992. <br />The County Administrator's Office conducted the first public workshop on July <br />30, 1992 to receive public comments concerning the County's proposed transition <br />plan. Approximately 16 people attended this hour long workshop. <br />Below is a brief synopsis of what has transpired between the July 30, 1992 <br />public workshop and the August 28, 1992 workshop. <br />1) County staff determined that ADA required signage and their corresponding <br />costs should be a part of the proposed transition plan. Therefore, the <br />plan reflects those costs and the county will prepare a comprehensive <br />master signage plan that meets ADA requirements for all county facilities. <br />
