2) Neil Duval, representing the county's disabled community, inspected the <br />County Administration Building, the new Health Department Building, and <br />the Main Library for ADA compliance. His comments are included in the <br />proposed transition plan. <br />3) The term "structurally impractical" has been removed from the proposed <br />plan and replaced with the term "technically infeasible" which means where <br />application of the ADAAG standards would involve removal of a load-bearing <br />structural member or where existing physical or site restraints prevent <br />compliance while cost is not a factor. In addition, the proposed transition <br />plan was changed to reflect that the areas that are considered to be <br />technically infeasible by the county's Buildings and Grounds staff to <br />structural changes will be altered to comply with ADA requirements to the <br />maximum extent feasible. <br />4) Since most of the county's fire stations have some sort of public gatherings <br />on a regular basis such as voting precincts, and community meetings, it <br />was determined that all fire stations be considered public facilities rather <br />than non-public facilities and therefore included in the proposed transition <br />plan. <br />5) The estimated costs have been increased for each of the fiscal years due to <br />more non-compliance items and details being added to the plan. <br />The County Administrator's Office conducted the second public workshop on <br />August 28, 1992 to receive public comments concerning the proposed transition <br />plan. Approximately seven people attended this 45 minute! workshop. <br />Below is a brief synopsis of what has transpired between the August 28, 1992 <br />workshop and the September 15, 1992 Board of County Commissioners' public <br />discussion on this topic. <br />1) County staff has clarified the date of completion column by placing a fiscal <br />year in the column such as FY 1992-93 rather than a specified date such as <br />10-1-93. This signifies that each non-compliance item will be completed <br />expeditiously as possible during that specified fiscal year and before the <br />January 26, 1995 deadline. <br />2) It has been determined that the accessibility of all county voting places has <br />been addressed and will continue to be addressed by the Supervisor of <br />Elections. <br />\D\transit. pin <br />
