by staff members of the Community Development Department <br />or separate third party under contract to conduct <br />application reviews for the IRCLHAProgram. <br />A maximum of twenty ( 20 ) working days may be utilized for <br />review of any submitted application; however, reviews may <br />exceed this period pending the receipt of information or <br />documentation required to complete the evaluation of the <br />application. <br />4. IRCLHAProgram Applicant Criteria <br />Eligible persons or sponsors applying for participation <br />in the IRCLHAProgram shall comply with the following <br />requirements: <br />a. Income Level <br />All applicants shall be classified as very low-, <br />low-, or moderate -income persons; however, in cases <br />where the applicant is an eligible sponsor but not <br />an eligible person, the assisted housing unit must <br />be occupied by persons classified as very low-, <br />low or moderate -income persons. <br />b. Employment Verification <br />Applicants seeking assistance from the. <br />IRCLHAProgram to purchase eligible housing units <br />shall be eligible persons meeting one of the <br />following employment criteria: <br />i. Suitable documentation indicating current, <br />continuous employment for a minimum of one (1) <br />year in the same position or within the same <br />business or firm; or <br />ii. Suitable documentation indicating current <br />employment (within twelve (12) months of an <br />application submittal) as a seasonal <br />farmworker, with a minimum of two (2) <br />consecutive years as a seasonal farmworker, <br />whereby the first period of seasonal <br />employment shall have been for the full <br />duration of the season, and the second period <br />shall have been for a minimum of one-half (1) <br />of the current season, if the eligible <br />person(s) may be classified as a seasonal <br />farmworker(s); or <br />An eligible person(s) classified as a <br />person(s) with special housing needs, <br />
