7 <br />:, <br />d. Damages private or public property; <br />e. Barks, whines, or howls in an excessive, continuous fashion so as <br />to disturb adjacent residents; or <br />f. Causes an annoyance in the neighborhood by acts such as overturning <br />garbage cans, defecating, digging holes on other than its owner's <br />property, chasing livestock or such other acts as are generally regarded <br />to create an annoyance. <br />31. Restraint: An A dog or cat shall be considered under restraint <br />only if it is: <br />1, within the real property boundaries of its owner, or the real <br />property boundaries of any other person with the express permission of <br />that person, or <br />2o when outside of said the foregoing real property boundaries, under <br />the actual control, custody, or possession of the owner or other <br />responsible person, by leash. <br />32, Service animal: Any guide dog, signal dog, or other animal <br />individually trained to provide assistance to an individual with a <br />disability.
