WEDNESDAY, JUNE 13, 1973 <br />THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER <br />COUNTY, FLORIDA MET IN SPECIAL SESSION AT THE COURTHOUSE, <br />VERO BEACH, FLORIDA ON WEDNESDAY, JUNE 13, 1973 AT 7:40 <br />O'CLOCK P.M. PRESENT WERE ALMA LEE LOY,_CHAIRMAN, EDWARD J. <br />MASSEY, VICE CHAIRMAN: WILLARD W. SIEBERT, JR.; AND RICHARD P. <br />BOGOSIAN. ABSENT WERE JACK U. DRITENBAS, JACK G. JENNINGS$ <br />COUNTY ADMINISTRATOR AND PAUL D. BURCH, ATTORNEY TO THE <br />BOARD OF COUNTY COMMISSIONERS. ALSO PRESENT WAS L.S. THOMAS <br />DEPUTY CLERK. <br />VAL BRENNAN. PLANNING DIRECTOR AND MAYOR CHARLES <br />ZIMMER OF SEBASTIAN WERE ALSO PRESENT, <br />CHAIRMAN Loy CALLED THE MEETING TO ORDER AND ASKED <br />THE COMMISSION IF THEY WISHED TO ENDORSE MR. BRE NNAN�S BUDGET PRO- <br />POSAL AS A RESULT OF THE JOINT MEETING WITH THE CITY OF VERO BEACH. <br />MR, BRENNAN EXPLAINED TO THE COMMISSIONERS THAT ;HE <br />THOUGHT HE WOULD NOT BE ABLE TO HIRE THE PEOPLE THAT HE NEEDS FOR <br />NEXT YEAR, AT THIS TIME, BECAUSE OF THE CONTINGENCY WHICH <br />THE CITY OF VERO BEACH ATTACHED TO THE INTERIM BUDGET OF $36,000.00 <br />WHICH WAS TO BE USED FOR THE BALANCE OF THIS FISCAL YEAR, <br />MR. BRENNAN SAID THAT HE DID NOT FEEL HE SHOULD HIRE PEOPLE THAT <br />HE COULD NOT ASSURE WOULD BE HERE MORE THAN FOUR MONTHS. <br />MR. BRENNAN INDICATED HE HAD LOCATED AN ASSISTANT PLANNER <br />AND HE CONCLUDED BY SAYING., "I AM VERY FRUSTRATED AT THIS POINT - <br />I KNOW THERE IS A JOB TO BE DONE. BECAUSE OF THE PERCENTAGES <br />INVOLVED, IT MEANS THAT $13,000.00 IS HOLDING UP THE ENTIRE PLANNING <br />PROGRAM." <br />CHAIRMAN LOY ASKED MR. BRENNAN IF IT IS THE POSITION OF <br />THE CITY OF VERO BEACH THAT THEY WILL HONOR THEIR 50-50 AGREEMENT <br />FOR THE $36,000.00 IF THE COUNTY AGREES TO 60-40 SPLIT FOR THE. <br />NEXT BUDGET YEAR - WITH THE COUNTY PAYING THE 60%. <br />JUN 131973 - <br />unu 17 PAGE142 <br />1 <br />
