M ORDINANCE 2003-010 provided by state or federal law, a county commissioner appointed as a representative of the Board of County Commissioners to a commission or board shall be the Board's non-voting liaison to such commission or board. This ordinance shall supersede conflicting ordinances and resolutions, or parts thereof, to the extent of such conflict. Section 4. Severability If any portion of this ordinance is held or declared by a court of competent jurisdiction to be'unconstitutional, inoperative, or void, such holding shall not affect the remaining portions of this ordinance, which shall remain in full force and effect. Section 5. Codification v It is the intention of the Board of County Commissioners that the provisions of this ordinance shall become and be made a part of The Code of Indian River County, and that the sections of this ordinance may be renumbered or relettered, and the word "ordinance' may be changed to "section," "article;" or such other,appropriate word or phrase in order to accomplish such intention. Section 6, Effective Date This ordinance shall take effect upon its filing with the Florida Department of State. This ordinance was advertised in the Vero Beach Press Journal on the 3rd day of January , 2003, for a public hearing on the 14`h day of January, 2003, at which time the public hearing was continued to March 11, 2003, at which time the ordinance was moved for adoption by Commissioner Lowther , and seconded by Commissioner Neuberger , and adopted by the following vote: Conflicting Provisions Section 3, Kenneth R.
