ORDINANCE 2007- 012 <br />(4) Opaque features. Three (3) -foot and six (6) -foot opaque features may be required <br />within buffers, where specified in the land development regulations. <br />a) A reauired six (6) -foot onaaue feature shall consist of a solid native plant _buffer, a <br />masonry wall, an earthen berm, or a combination berm/vegetation (berm must <br />comprise at least three (3) feet of required opaque feature; vegetation shall consist <br />of shrubs planted in an off -set double row) unless the planning and zoning <br />commission approves a substitute material (such as a completely opaque living <br />landscape barrier) based upon the use and conditions of the project site and <br />adjacent site. Landscapin is s required along both sides of a wall unless otherwise <br />approved by the planning and zoning commission. To minimize the impact upon <br />existing tree roots in cases where a wall is to be located among existingtrees, <br />rees, <br />such wall shall should be a pre -cast concrete panel wall or other similar system <br />that minimizes footer impacts to root systems. Wherever a wall is used as the <br />opaque feature required understory trees and shrubs shall be planted on the side <br />of the wall facing a public street or adjacent property, whichever is applicable. <br />(b) A required three (3) -foot opaque feature may consist of a wall, berm, or a <br />continuous screen of shrubs. Shrubs planted to form this opaque feature shall be <br />arranged in an off -set double row. <br />c) Reauired three-foot and six-foot onaaue features shall be measured from the <br />finished floor elevation of the proposed structure(s). This requirement maybe <br />modified by the planning and zoning commission based upon grade differences <br />and the relationship between the height and mass of the proposed building and its <br />setback from the property line. The maximum required height of an opaque <br />feature shall be eight (8) feet above the finished site grade where the feature is <br />located. <br />d) In cases where an abutting use/district is separated from the proiect site by a <br />thoroughfare plan road, the height of a six (6) -foot opaque feature shall be <br />reduced to three (3) -feet, except in cases where the buffer is to be provided <br />around the perimeter of a single-family or multi -family residential development as <br />required by Section 911.07(8) or 911.08(8). <br />Underline: Additions to Ordinance 35 <br />Strike *t,..,.,,gb Deleted Text from Existing Ordinance <br />F:\Community Development\Users\CurDev\ORDINANCE\2007\2007- 901, 911, 913, 926, 930, & 934 Iandscaping.RTF <br />
