Comprehensive Plan <br />Coastal Management Element <br />Polic • 3.9: Preferred locations for new marinas and multi slip facilities shall exhibit the <br />n,,. iii ,.,.;tori.,. <br />existing access to the Intracoastal Waterway (ICW); <br />mangrove fringe. <br />Polic • 3.10: In 1998, the county shall formally adopt and transmit to the Florida <br />Department of Environmental Protection (FDEP) a Manatee Protection and Boating <br />Safety Comprehensive Management Plan. Once approved by the County and the State, <br />reference. <br />OBJECTIVE 3 Boat Facility and Boat Ramp Siting and Construction <br />Through 2010, there shall be no increased impact to manatee habitat, or the natural resources <br />of the Indian River Lagoon, including seagrass beds, water quality, estuarine wetlands, and <br />mangrove fringe, attributed to the development or expansion of boat facilities or boat ramps in <br />Indian River County. <br />Policy 3.1: The siting of new or expansion, rearrangement, or slip conversion of all boat <br />facilities and boat ramps in Indian River County, and in each municipal government with <br />jurisdiction over a portion of the inland waters of Indian River County, shall be consistent <br />with the assessment criteria and policies established in the Indian River County Manatee <br />Protection and Boating Safety Comprehensive Management Plan (MPP). <br />Policy 3.2: Boat Facility Siting Zones (1-9), as described in the Analysis section of the MPP, <br />are hereby established. The purpose of these Zones is to provide the public with some <br />guidance as to the potential for the siting of new boat facilities or for the expansion, <br />rearrangement, or conversion of an existing boat facility. The regulatory criteria to be <br />applied to each zone represent the baseline criteria that all proposed projects must meet. <br />In addition to these Zones, specific criteria will be applied to each request for a new boat <br />facility or the expansion, rearrangement, or conversion of an existing boat facility.
