ORDINANCE 2007-038 <br />Comprehensive Plan Capital Improvements Element <br />5 Completion of the Schedule of Capital Improvements 2020 <br />While monitoring will occur on a continual basis, formal evaluation of the Capital Improvements <br />Element will occur annually. The formal evaluation and appraisal of the entire Comprehensive Plan <br />will occur every five years. Besides assessing progress, the evaluation and appraisal process will also <br />be used to determine whether the Capital Improvements Element objectives should be modified or <br />expanded. In this way, the monitoring and evaluation of the Capital Improvements Element will not <br />only provide a means of determining the degree of success of the plan's implementation; it will also <br />provide a mechanism for evaluating needed changes to the plan element. <br />As discussed in the above paragraphs, the evaluation and monitoring procedures identified for the <br />Capital Improvements Element are basically the same for the entire Comprehensive Plan. These <br />procedures will be used by the county to prepare the formal five-year Evaluation and Appraisal <br />Reports. Included in those procedures are all the format requirements listed in 9J-5.005-(1)(a)(e), <br />F.A.C. <br />The monitoring and evaluation of this plan is critical to ensure that the policies are effective in <br />achieving the plan's goals and objectives. Each individual element of the plan contains provisions and <br />measures to be used in the review of the element. Each element contains an Implementation and <br />Evaluation Matrix and monitoring procedures, which will be used to prepare the Five -Year Evaluation <br />and Appraisal Reports. <br />In addition, a great portion of the plan monitoring will be in conjunction with the concurrency <br />management system which is designed to ensure that approved level -of -service standards are <br />maintained and that sufficient capacity exists in the various services and facilities. Other evaluation <br />of the plan or plan elements is likely to occur in the day to day application of the mandated <br />regulations, which will result in plan amendments. <br />The formal Evaluation and Appraisal Report required by law will provide a complete review of the <br />plan and be conducted in compliance with the public participation procedures adopted for the <br />development of this plan. <br />As part of the monitoring system, all appropriate baseline data will be updated. Besides assessing <br />progress, the evaluation and appraisal process will also be used to determine whether the objectives <br />should be modified or expanded. In this way the monitoring and evaluation of the Comprehensive <br />Plan Elements will not only provide a means of determining the degree of success of the plan's <br />implementation; it will also provide a mechanism for evaluating needed changes to the plan element. <br />Community Development Department Indian River County 65 <br />
