OCT 101973 <br />COMMISSIONER SIEBERT STATED THAT HE WOULD LIKE THE <br />FOLLOWING STATEMENT OF HIS REASONS FOR DENYING THE VERO MAR SHORES <br />PROJECT AND THE BONNIE DAHL.STROM PROJECT BE'INSERTED IN THE MINUTES <br />ON PAGE 19 AND PAGE 21; <br />STATEMENT BY W. W. SIEBERT, JR. <br />REGARDItiG DALSTROM-WILCOX AND <br />VERO-MAR REZONING APPLICATIONS <br />It has come.to my attention that it is necessary <br />for me to enter into the official records, my reasoning <br />for denying the rezoning applications for the Dalstrom- <br />Wilcox project and the Vero -Mar project. Arguments in <br />support and opposition were almost identical in their <br />presentation; hence, my reasoning for denial was the <br />same for both projects. <br />• The impact on available and projected governmental <br />services would have a detrimental effect on the.safety <br />and welfare of our county. <br />State Highway A -1-A does not now have capacity to <br />handle the additional automobile traffic that <br />would be generated and improvements to this road <br />are, at best. uncertain. <br />We have but one bridge to service the South Beach <br />and it is inadequate to handle todayls traffic. <br />Although a second bridge is in the planning stages, <br />the immediate prospect for obtaining this critically <br />needed facility is only marginal. Threats of legal <br />action by the City of Vero Beach and private citizens <br />lead me to believe there could be a serious delay <br />in obtaining this facility. <br />We will soon start construction of a new hospital <br />but we have been warned there may be a shortage <br />of beds the day it opens. The addition of another <br />floor is already under consideration. <br />Recent legislation has reduced state participation <br />in the funding of Indian River County schools, <br />placing additional responsibility on local effort. <br />Our school board has already expressed concern <br />about how overcrowding will affect their goal <br />of quality education. Double sessions have been <br />mentioned. <br />Although the City of Vero Beach has apparently <br />agreed to service the area in question with water, <br />this agreement is subject to reconsideration.
