_ M <br />has confused this situation. Areas outside the <br />city that were previously to be serviced by them <br />are now indefinite. A county -wide sewer and water <br />system has been tabled and there is no binding <br />agreement with the city to service any of the <br />unincorporated areas of the county. <br />We do not presently enjoy a county -wide fire <br />protection program. There is only one fire station <br />on the entire island. As it is municipally owned <br />and administered, their first obligation is to <br />city residents. Their ability to take on additional <br />territory is suspect. A county -wide system could <br />eventually solve this problem but progress toward <br />this end has been painfully slow due to political <br />and financial difficulties. <br />These are only the most serious service problems <br />and should in no way infer that they are the only problems <br />we can anticipate. <br />I shall not attempt to review the hours of testimony <br />offered by single family property owners expept by way <br />of summation. It is important to understand I considered <br />it my responsibility to weigh the evidence as presented, <br />assign it a value and make a judgment decision based on <br />what I thought was in the best interests of our county. <br />There is no question in my mind that a vast majority <br />of the property owners in the South Beach area felt very <br />strongly that this rezoning would not be the highest and <br />best use for the land and would have a detrimental effect <br />on their property. <br />It was stated repeatedly that they had purchased <br />homes in this area only after careful review of the <br />existing zoning, obtaining assurances from every avail- <br />able source that single family zoning would be continued, <br />1 F and an expression of confidence in elected officials <br />that they would protect their interests.
