(Business Manager) (SEAQ (Cler the Circuit Court, Indian River County, Florida) NOTICE NOTICE IS HEREBY GIVEN that the Board of County Com- missioners of Indian River County, Florida, will hold a public hearing at the Indian River County Courthouse in Vero Beach, Florida, on January 9th, 1974, at 11:00 A.M. to consider adoption of the following proposed County ordinances: %. An ordinance to be known as the Indian River County Transit Authority ordinance, declaring legislative intent; establishing the Indian River County Transit Authority whose members shall consist of the members of the Board of County Commissioners; establishing an advisory board setting qualifications thereof and delineating powers and duties; authorizing the employment of a director and other employees; delineating powers of the transit authority; 'requiring public hearings on routes and recom- mendations from municipalities within whose boundaries the routes will be established; authorizing certain contracts; granting power to fix rates and charges after public hearing; requiring revenue bonds to be issued in the name of the county; providing rule-making powers; permitting management con- tracts; requiring development of comprehensive transportation plans; requiring compliance with county ordinances and state and federal laws; providing for rights of employees of transportation systems acquired by county; requiring annual budgets; authorizing a loan from the county for initial organization; providing that the systems, if possible and feasible, shall be self-sustaining and also providing that county tax funds may be used; requiring special trust account and disbursal by county comptroller; providing severability; and providing ef- fective date. 2. An ordinance relating to the acquisition, construction, fur- nishing and equipping of county capital projects in Indian River County, Florida: authorizing the issuance of bonds by the Board of County Commissioners of Indian River County, Florida. To finance the cost of such projects, repayable from the race track funds and Jai alai fronton funds accruing annually to Indian River County; providing the method by which this ordinance shall become effective.
