J. Schumann, Jr. who on oath <br />says that he is Business Manager of the Vero Beach Press -Journal, a weekly newspaper published <br />at Vero Beach in Indian River County, Florida; that the attached copy of advertisement, being <br />r 1 <br />a <br />—_ _._in the matter of <br />the — -- --- Court, was pub - <br />fished in said newspaper in the issues of <br />Affiant further says that the said Vero Beach Press -Journal is a newspaper published at <br />Vero Beach, in said Indian River County, and that the said newspaper has heretofore <br />been continuously published in said Indian River County, Florida, weekly and has been entered <br />as second class mail matter at the post office in Vero Beach, in said Indian River County, Florida <br />for a period of one year next preceeding the first publication of the attached copy of adver- <br />tisement; and affiant further says that he has neither paid nor promised any person, firm or <br />corporation any discount, rebate, commission or refund for the purpose of securing this adver- <br />tisement for publication in the said newspaper. <br />Swom to and subscribed before me this ___ _ __ y Of _____.___ ___ A.D. <br />(Business Manager) <br />(SEAQ (Cler the Circuit Court, Indian River County, Florida) <br />NOTICE <br />NOTICE IS HEREBY GIVEN <br />that the Board of County Com- <br />missioners of Indian River County, <br />Florida, will hold a public hearing <br />at the Indian River County <br />Courthouse in Vero Beach, <br />Florida, on January 9th, 1974, at <br />11:00 A.M. to consider adoption of <br />the following proposed County <br />ordinances: <br />%. An ordinance to be known <br />as the Indian River County Transit <br />Authority ordinance, declaring <br />legislative intent; establishing the <br />Indian River County Transit <br />Authority whose members shall <br />consist of the members of the <br />Board of County Commissioners; <br />establishing an advisory board <br />setting qualifications thereof and <br />delineating powers and duties; <br />authorizing the employment of a <br />director and other employees; <br />delineating powers of the transit <br />authority; 'requiring public <br />hearings on routes and recom- <br />mendations from municipalities <br />within whose boundaries the <br />routes will be established; <br />authorizing certain contracts; <br />granting power to fix rates and <br />charges after public hearing; <br />requiring revenue bonds to be <br />issued in the name of the county; <br />providing rule-making powers; <br />permitting management con- <br />tracts; requiring development of <br />comprehensive transportation <br />plans; requiring compliance with <br />county ordinances and state and <br />federal laws; providing for rights <br />of employees of transportation <br />systems acquired by county; <br />requiring annual budgets; <br />authorizing a loan from the county <br />for initial organization; providing <br />that the systems, if possible and <br />feasible, shall be self-sustaining <br />and also providing that county tax <br />funds may be used; requiring <br />special trust account and disbursal <br />by county comptroller; providing <br />severability; and providing ef- <br />fective date. <br />2. An ordinance relating to the <br />acquisition, construction, fur- <br />nishing and equipping of county <br />capital projects in Indian River <br />County, Florida: authorizing the <br />issuance of bonds by the Board of <br />County Commissioners of Indian <br />River County, Florida.
