Comprehensive Plan Intergovernmental Coordination Element <br />- Public and Private Water System <br />The Department of Environmental Health administers regulatory programs for private water systems <br />and all public water supply systems not regulated by the Department of Environmental Protection. <br />The county environmental health department in each locality actually has direct supervision and <br />control over these systems. <br />- Water Well Use and Drilling <br />The Department of Environmental Protection (DEP) is responsible for administering one of the <br />regulatory programs for water well use and drilling in the state. The DEP is responsible for licensing <br />and certifying water well contractors. The regional water management districts (WMD's) have <br />authority to regulate the drilling and use of water wells. It should be noted that the authority to <br />suspend or revoke water well contractor licenses has been delegated to all of the WMD's with the <br />exception of the South Florida Water Management District. In order to ensure that all the proper <br />permits have been secured for a water well, an applicant must contact both the DEP district office <br />and the water management district having jurisdiction in the area where the well is to be drilled, <br />used, or abandoned. <br />- Solid and Hazardous Waste <br />The agency administering solid and hazardous waste programs in Florida is the Florida Department <br />of Environmental Protection (DEP). DEP district offices receive and process solid waste permit <br />applications. <br />- Individual Sewage Disposal Facilities <br />The agency administering individual sewage disposal facilities is the Department of Health and <br />Rehabilitative Services (DHRS). The local or county health departments in the state are responsible <br />for the direct regulation and permitting of these facilities. <br />- Air Quality <br />The agency administering air quality permits in Florida is the Florida Department of Environmental <br />Protection, Bureau of Air Quality Management. Permit applications are processed in the DEP's <br />district offices, and permits are issued to applicants whose plans and operating specifications show <br />they will not cause a violation of the state air quality standards and other regulations. <br />- Power Plant and Transmission Line Siting <br />This is one of two major state programs aimed specifically at electrical generating facilities, the other <br />being the ten-year site plan program administered by the Division of Resource Planning and <br />Community Development Department Indian River County 10 <br />
