Comprehensive Plan Intergovernmental Coordination Element <br />Management in the Department of Community Affairs. The site certification program is <br />administered by the Department of Environmental Protection (DEP), supported by the Bureau of <br />Land and Water Management, the Public Service Commission, and the water management district in <br />which the facility is, or will be, located. <br />- Coastal Construction <br />This program is administered by the Department of Environmental Protection (DEP), Division of <br />Beaches and Shores. <br />- Transfer of Pollutants and Oil Spills <br />The administering agency for this program is the Florida Department of Environmental Protection <br />(DEP). Within the DEP the program is administered by the Division of Law Enforcement. The <br />Department of Revenue is responsible for collection of the excise tax. <br />- Oil and Gas Wells <br />The administering agency is the Florida Department of Environmental Protection (DEP). Within the <br />DEP, authority is given to the Division of Resource Management and to the Chief of the Bureau of <br />Geology. <br />- Reclamation of Mined Lands <br />The administering agency is the Florida Department of Environmental Protection (DEP). Within the <br />DEP, the Bureau of Geology has responsibility for this program. <br />- State Lands <br />Responsibility for management of state lands rests with the Division of State Lands within the <br />Florida Department of Environmental Protection (DEP). The Governor and Cabinet, acting as the <br />Board of Trustees of the Internal Improvement Trust Fund, are responsible for making many of the <br />decisions detailed in this chapter. Within the DEP, the land management program is administered by <br />the Bureau of State Lands Management in the Division of State Lands. <br />- Open Burning <br />Regulation of open burning is carried out by two state agencies, the Department of Environmental <br />Protection (DEP) and the Division of Forestry (DOF), within the Department of Agriculture and <br />Consumer Services (DACS). <br />The DEP and DACS signed an interagency agreement on October 12, 1981, which went into effect <br />Community Development Department Indian River County 11 <br />
