4. Emergency access. The planning and zoning commission <br />based on a recommendation from the fire division may <br />require one or more emergency access ways; with <br />corresponding easements, construction, and maintenance <br />provisions, where .it is determined that the permanent <br />access point or points proposed should be augmented by <br />emergency access alternatives to facilitate and ensure <br />the delivery of emergency services and to provide <br />project residents with access alternatives during <br />emergencies. <br />6. Subdivision Turn -Around Standards <br />Land development regulations section 913.09(3)(D) is hereby <br />Amended to add the following: <br />(D) Dead-end streets and cul-de-sacs. <br />1. Dead-end streets or cul-de-sacs with one end <br />permanently closed shall not exceed five <br />hundred (500) feet in length unless the lots <br />are more than one acre in size or as approved <br />by the community development director. Length <br />shall be measured from the center of the cul- <br />de-sac to the centerline of the intersecting <br />street. <br />2. All cul-de-sacs shall terminate with a <br />circular right-of-way having a minimum <br />outside diameter of one hundred twelve(199) <br />(112). feet and a pavement diameter including <br />mountable curb of no less than one hundred <br />(100) feet unless approved by the Fire <br />Division.
