CONTROL. <br />.JAMES BEINDORF, COUNTY CONSULTING ENGINEER STATED THAT <br />THIS AREA WAS DELETED FROM THE COUNTY'S SERVICE WATER AREA AND <br />PLACED IN THE CITY'S SERVICE WATER AREA. THE CONSTRUCTION OF <br />A SEWER SYSTEM DOES REQUIRE A COUNTY UTILITY FRANCHISE. <br />THE ADMINISTRATOR SUGGESTED THAT A LETTER FROM <br />MR. LLOYD AND MR. SMITH BE OBTAINED TO CLARIFY WHAT IS BEING <br />DONE IN REGARD TO WATER, <br />MR. LLOYD STATED THAT THE STATE BOARD OF HEALTH HAS <br />BEEN INFORMED THAT THIS WATER SYSTEM WILL BE OWNED AND OPERATED <br />BY THE CITY OF VERO BEACH, THE STATE IS NOW QUESTIONING WHO <br />WILL BE RESPONSIBLE AND ACCEPT THIS FACILITY AND THE CITY OF <br />VERO BEACH HAS TO ACKNOWLEDGE THIS. THIS WILL BE A FACILITY <br />OF THE CITY OF VERO BEACH AND IT WILL BECOME A PART OF THEIR <br />WATER SYSTEM, <br />ATTORNEY BURCH STATED BECAUSE OF THE AGREEMENT BETWEEN <br />THE CITY OF VERO BEACH AND THE COUNTY REGARDING UTILITIES <br />ASSIGNED TO THEM, THERE IS NO NECESSITY , WHERE THE CITY IS <br />GOING TO PUT IN WATER, FOR THEM TO OBTAIN PERMITS FROM THE <br />COUNTY, <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY <br />COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY APPROVED <br />THE STATEMENT OUTLINED BY ATTORNEY BURCH. <br />THE BOARD AGREED THAT WE SHOULD HAVE A DIRECT COMMUNICATION <br />FROM THE DEVELOPER EXPLAINING EXACTLY WHAT THEY ARE DOING <br />IN REGARD TO WATERj/ AND THAT APPLICATION WILL BE MADE FOR <br />A SEWER FRANCHISE. <br />ON MOTION BY COMMISSIONER BOGOSIAN, SECONDED BY <br />COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY AGREED THAT <br />THE DUNES OF DEAUVILLE SUBDIVISION IS NOT A DEVELOPMENT OF <br />REGIONAL IMPACT AND DOES NOT HAVE TO PROCEED THROUGH THE <br />REGIONAL PLANNING COUNCIL BECAUSE IT IS A DEVELOPMENT OF <br />LESS THAN 500 UNITS AND IT DOES NOT HAVE REGIONAL IMPACT. <br />MR.
