disposal for the types of waste referenced in this section , <br /> when done by the Collector , shall be in strict compliance with <br /> all Federal and State laws and regulations , and all County or <br /> S . W . D . D . Ordinances , Resolutions , and Policies and Procedures . <br /> ARTICLE III <br /> ADDITIONAL SERVICES TO BE PERFORMED BY THE CONTRACTOR - <br /> YARD TRASH / GARDEN TRASH PROGRAM <br /> Section 12 , DESCRIPTION OF WORK <br /> 12 . 1 - The Collector shall provide for Yard Trash / Garden <br /> Trash collection and disposal within the unincorporated areas <br /> of Indian River County . The Collector shall have and is hereby <br /> granted the exclusive franchise to provide Yard Trash / Garden <br /> Trash collection for residential units , as provided in Sections <br /> 6 . 1 and 6 . 2 for residential collection service , in the <br /> collector ' s residential collection service area . <br /> Collector is further granted a non- exclusive franchise to <br /> provide yard trash / garden trash collection for commercial <br /> customers within the unincorporated areas of the County . <br /> Collector acknowledges that contracted landscape and lawn <br /> maintenance services are authorized to collect yard trash / garden <br /> trash for disposal for their customers in the performance of <br /> landscaping and yard maintenance services . <br /> 12 . 2 - Freauency and Ouantity of Collection : The <br /> Collector shall collect up to four ( 4 ) cubic yards of Yard <br /> Trash / Garden Trash from residences within the residential <br /> collection service area at least one ( 1 ) time per week , and as <br /> needed for commercial collection service and roll - off collection <br /> service . <br /> 12 . 3 - Hours of Collection : Collection shall begin no <br /> earlier than 6 : 00 a . m . and shall cease no later than 9 : 00 p . m . ; <br /> provided that in the event of emergency or unforeseen <br /> circumstances , collection may be permitted at a time not allowed <br /> by this paragraph following approval by the S .
