0
NECESSARY..IN ORDER TO BECOME ELIGIBLE FOR SEWERAGE FACILITIES
DESIGN AND CONSTRUCTION GRANTS FROM THE ENVIRONMENTAL PROTECTION
AGENCY AND ASKED MR. SABIS TO ELABORATE ON THE "201 FACILITIES
PLAN" AND WHAT IT REQUIRED.'
MR. SARIS EXPLAINED THAT THE "201 FACILITIES PLAN" IS
A RELATIVELY NEW REQUIREMENT OF THE ENVIRONMENTAL PROTECTION
AGENCY AND DIFFERS FROM OTHER PLANS MAINLY IN THE EXTENT
OF PUBLIC PARTICIPATION. A GREAT DEAL OF TIME IS SPENT IN
EDUCATING THE PUBLIC. HE STATED THAT THE TOTAL ESTIMATED.COST
OF THIS PROPOSED PLANNING OPERATION IS $350,000.00 - 75%
OF WHICK WILL BE PROVIDED BY A GRANT FROM THE E.P.A.AND HE
FURTHER STATED THAT THE PRIOR PLANNING WORK PAID FOR BY THE
COUNTY, IN THE AMOUNT OF $90,000.00 WOULD APPLY TO THE 257
THE COUNTY IS EXPECTED TO CONTRIBUTE. THUS NO FURTHER FUNDS
WOULD BE REQUIRED OF THE COUNTY IN ORDER TO COMPLETE THIS
`201" PLAN.
MR. SABIS FURTHER EXPLAINED THAT PARTICIPATION IN THIS
PLAN DOES NOT OBLIGATE THE COUNTY TO PROCEED WITH FURTHER
STEPS OR'TO GO ON WITH THE CONSTRUCTION OF THE COUNTYWIDE
SEWERAGE SYSTEM.
CHAIRMAN LOY NEXT INTRODUCED WARREN STRAHM OF THE
DEPARTMENT OF POLLUTION CONTROL,LOCATED IN FORT LAUDERDALE,
MR.STRAHM INFORMED THOSE PRESENT THAT REQUIREMENTS FOR
SEWERAGE . TREATMENT ARE•GOING TO BECOME MORE STRINGENT YEAR BY
r
YEAR, AND SINCE THE FEDERAL GOVERNMENT IS WILLING TO SHARE IN THE
COST OF DEVELOPING SEWERAGE SYSTEMS, THE STATE ENCOURAGES THE
MUNICIPALITIES TO TAKE ADVANTAGE OF THIS. HE POINTED OUT
THAT MANY PUBLIC HEARINGS WILL BE HELD ON THESE PLANS AS
THE FEDERAL GOVERNMENT WANTS TO BE VERY SURE THAT THIS IS
SOMETHING THE PUBLIC WANTS AND THEY ALSO WANT TO KNOW EXACTLY
HOW IT WILL BE HANDLED. MR. STRAHM EMPHASIZED THE NEED FOR
COOPERATION BETWEEN THE MUNICIPALITIES AS IT IS VERY UNLIKELY
THAT A GRANT WOULD BE MADE TO JUST ONE SMALL MUNICIPALITY AT
A TIME. HE ALSO POINTED OUT THAT THERE ARE MANY IN LINE
ALREADY APPLYING FOR THESE GRANTS AND IN ORDER TO GET ANY
PRIORITY A MOVE SHOULD REALLY BE MADE NOW.
17 1974 aooK 20 PACE187
