ROBERT .JONES, DISTRICT SUPERVISOR WITH FARMERS <br />HOME ADMIN.ISTRATION APPEARED REQUESTING APPROVAL OF THE <br />CONCEPT THAT INDIAN RIVER COUNTY OPERATE AND MAINTAIN URBAN <br />DEVELOPMENT UTILITIES AND REQUESTED CONSIDERATION OF THE <br />FOLLOWING TWO CONDITIONS: <br />1. THAT THE UTILITY SYSTEM BE RENOVATED TO THE COUNTY <br />CONSULTING ENGINEER'S REQUIREMENTS, AND <br />2. THAT AN OPERATING AGREEMENT BE FORMULATED ?HAT WOULD BE <br />AGREEABLE TO THE BOARD OF COUNTY COMMISSIONERS, FARMERS <br />HOME ADMINISTRATION AND THE BOARD OF DIRECTORS OF URBAN <br />DEVELOPMENT UTILITIES. <br />L. S. THOMAS, COUNTY COORDINATOR ASKED MR. .JONES <br />WHERE THE MONEY WOULD COME FROM TO DO THIS RENOVATING. <br />MR. .JONES REPLIED THAT F.H.A. WOULD PROVIDE THE <br />FUNDS NECESSARY; THAT THEY HAVE FUNDS SET ASIDE FOR THIS PURPOSE. <br />l <br />LEON YOUNG, REPRESENTING URBAN DEVELOPMENT UTILITIES <br />APPEARED AND STATED THAT HE WAS NOT NOTIFIED OF THIS MEETING BUT <br />READ ABOUT IT IN THE NEWSPAPER AND IS HERE TODAY IN OPPOSITION TO <br />F.H.A.'S SUGGESTION THAT THE COUNTY TAKE OVER THE MANAGEMENT OF <br />THIS SYSTEM. MR. YOUNG WAS RECENTLY HIRED BY URBAN DEVELOPMENT <br />UTILITIES TO MANAGE THIS SYSTEM, <br />JAR. YOUNG ASKED MR. .JONES WHERE THE $80,000.00 LOANED <br />BY F A A IS NOW LOCATED; <br />MR. .JONES STATED THAT THE MONEY IS IN THE BANK. THE <br />$80,000.00 WAS LOANED TO U.D.U. TO INSTALL A PERMANENT WELL IN <br />ORDER TO SERVE U.D.0 CUSTOMERS WITH POTABLE WATER. "TODAY WE <br />ARE TALKING ABOUT THE WATER AND SEWER SYSTEM AND IT IS A WHOLE <br />NEW BALLGAME." <br />MR. .JONES CONTINUED THAT F.H.A. OFFICIALS AGREE <br />THAT U.D.U. IS NOT ABLE TO MANAGE ITS OWN BUSINESS. MOST OF THE <br />PROGRESS MADE HAD BEEN.DONE BY F.H.P..; WE ARE NOT IN THE UTILITY <br />BUSINESS. THE SYSTEM IS IN DEFAULT AND WE DO NOT FEEL THAT <br />THE BOARD OF DIRECTORS OF P A U.
