1. Access to North County Elementary School <br /> Immediately after construction completion of the new school, all vehicles, including <br /> school buses, will access the school via a single north/south roadway to be constructed by <br /> the SCHOOL DISTRICT on the south side of CR 510, at the east property line of the <br /> school site. The north/south roadway will connect to two driveways leading to the <br /> school. Only one CR 510 access/turnout will be permitted for the school. The CR 510 <br /> school access will not be signalized initially, but signalization may be considered after <br /> the school opening if the traffic signal is determined to be warranted by the County <br /> Traffic Engineering Division. If signalization is warranted, the signal shall be designed, <br /> constructed and maintained by the COUNTY, and funded by the SCHOOL DISTRICT. <br /> Pedestrians from Vero Lakes Estates Subdivision will access the school via a footbridge <br /> to be built over the canal along the west property line of the school site. The footbridge <br /> will connect 90`h Avenue and the school. <br /> A CR 510 roadway widening study (P. D. & E. study) is scheduled for 2004. This study <br /> will investigate the feasibility of the above or any alternative access plan being <br /> permanent or recommend a safer plan if necessary, including the possibility of a direct <br /> roadway connection to the Vero Lakes Estates Subdivision. <br /> 2. CR 510 Curve <br /> The CR 510 curve will remain in its present configuration for a minimum of five years, <br /> through the end of the 2005/06 school year (June, 2006). During that five-year period, <br /> the COUNTY will continue to monitor the operational and traffic safety aspects of the <br /> curve study area, defined as the section of CR 510 between 87`h Street and the proposed <br /> school driveway. <br /> Traffic congestion on CR 510 (within the study area) will be considered critical if the <br /> average daily traffic reaches 11,200 vehicles per day, or seventy percent (70%) of level- <br /> of-service "E". The average daily traffic count will be determined by the COUNTY, and <br /> will be based on a 12-month series of traffic counts, taken every three months. In the <br /> year 2000, the average daily traffic on CR 510 was measured at 6,049 vehicles per day, <br /> or thirty-eight percent(38%) of level-of-service"E". <br /> Traffic crashes on CR 510 (within the study area) will be considered critical if the crash <br /> rate reaches three (3) crashes per million vehicles over a 3-year average, or as public <br /> sentiment dictates. From 1996 through 2000, the crash rate was calculated at 1.8 crashes <br /> per million vehicles. <br />
