THE PUBLIC WILL BE <br />ABLE TO REVIEW THE FULL REPORT IN THE PLANNING OFFICE, AND IF THEY HAVE <br />ANY COMMENTS, THEY CAN WRITE TO H.U.D. AT THEIR JACKSONVILLE OFFICE. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER MASSEY, <br />THE BOARD UNANIMOUSLY AUTHORIZED ADVERTISING THIS ENVIRONMENTAL ASSESS- <br />MENT FOR 15 DAYS AS REQUIRED BY H.U.D. <br />ON MOTION BY COMMISSIONER SCHMUCKER, SECONDED BY COMMISSIONER <br />SIEBERT, THE BOARD UNANIMOUSLY AUTHORIZED ADVISORY COMMITTEE MEMBERS OR <br />THEIR REPRESENTATIVE TO GO TO JACKSONVILLE TO HAND CARRY THE COMMUNITY <br />DEVELOPMENT APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br />PRIOR TO MAY 15TH. <br />CHAIRMAN LOY DISCUSSED WITH THE BOARD APPOINTING AN ADVISORY <br />COMMITTEE TO REVIEW A STATE PREPARED PLAN FOR INSTALLATION AND IMPLEMENTATION. <br />THROUGHOUT THE STATE OF FLORIDA OF THE "911" EMERGENCY TELEPHONE NUMBER <br />SYSTEM. <br />CHAIRMAN LOY CONTINUED THAT THE MAIN FUNCTION OF THIS ADVISORY <br />COMMITTEE WOULD BE TO STUDY THE STATE PLAN TO DETERMINE IF IT IS WHAT THE <br />PEOPLE OF INDIAN RIVER COUNTY WANT. <br />A MAJOR CONCERN OF THE COMMISSIONERS IS HOW THIS SYSTEM WILL <br />BE FUNDED. THERE IS CURRENTLY A BILL BEFORE THE FLORIDA LEGISLATURE WHICH <br />WOULD PROVIDE FUNDING IF PASSED. A 1% EXCISE TAX TO FUND THIS PLAN WAS DIS- <br />CUSSED. <br />1 <br />AFTER DISCUSSION, A MOTION WAS MADE BY COMMISSIONER SIEBERT, <br />SECONDED BY COMMISSIONER WODTKE, THE BOARD UNANIMOUSLY AUTHORIZED THE <br />CHAIRMAN TO APPOINT AN ADVISORY COMMITTEE TO STUDY THE 911 EMERGENCY TELE- <br />PHONE SYSTEM, <br />THE CHAIRMAN APPOINTED THE FOLLOWING PEOPLE TO SERVE ON THIS <br />COMMITTEE: <br />BETH MEGELIN, 911 PROJECT CHAIRMAN FOR THE PILOT CLUB <br />INDIAN RIVER COUNTY SHERIFF SAM T.
