MAY 2$1975 <br />ALSO PRESENT FOR THIS DISCUSSION WERE VAL BRENNAN, PLANNING <br />DIRECTOR; ROBERT BERG, ASSISTANT PLANNING DIRECTOR; HARRY ADLEY OF ADLEY <br />AND ASSOCIATES, CONSULTANT WHO PREPARED THE ORIGINAL COMPREHENSIVE <br />LAND USE PLAN AND THEN WORKED WITH THE PLANNING DEPARTMENT ON THE REVI- <br />SIONS; AND RALPH SEXTON, CHAIRMAN OF THE INDIAN RIVER COUNTY ZONING <br />COMMISSION. <br />CHAIRMAN LOY STATED THAT THIS PLAN REPRESENTS A TREMENDOUS <br />AMOUNT OF HOURS OF WORK AND STUDY WITH DEVELOPERS AND CONSULTANTS ALL <br />PLANNING TOGETHER TO PRESENT A PIAN FOR THE ORDERLY GROWTH OF INDIAN <br />RIVER COUNTY. <br />RALPH SEXTON, CHAIRMAN OF THE ZONING COMMISSION, APPEARED <br />AND STATED THAT THE ZONING COMMISSION HAS WORKED ON THIS PLAN SINCE <br />JUNE OF 1971, AND THEY RECOMMEND ADOPTION OF IT TONIGHT. <br />VAL BRENNAN, PLANNING DIRECTOR, APPEARED AID PRESENTED SOME <br />BACKGROUND INFORMATION REGARDING THE PROGRESS OF THIS PLAN TO THIS <br />POINT. <br />MR. BRENNAN STATED THAT THE POPULATION CHART PREPARED IN 1971 <br />SHOWED AN ANTICIPATED GROWTH IN INDIAN RIVER COUNTY OF 86,090 BY 1990, <br />IN 1974"wE ARE RIGHT ON COURSE WITH 45,933 AS .THE OFFICIAL POPULATION <br />FIGURE FOR INDIAN RIVER COUNTY, THE CITY OF VERO BEACH ANTICIPATED A <br />GROWTH OF 42,000 BY 1990 AND HAS AS ITS OFFICIAL FIGURE FOR 194,14,758, <br />MR, BRENNAN STATED THAT THE POPULATION IS INCREASING FASTER IN THE CITY <br />LIMITS, AND THE COUNTY IS FOLLOWING THE GROWTH PATTERN AS OUTLINED ON <br />THEIR CHARTS, <br />MR, BRENNAN INFORMED THE BOARD THAT IF EVERY PARCEL OF DEVEL- <br />OPABLE LAND WERE ACTUALLY DEVELOPED AS THE MASTER PLAN PRESENTED TODAY <br />INDICATES, THE COUNTY COULD HAVE ALMOST 582,640 RESIDENTS. <br />HARRY ADLEY OF ADLEY & ASSOCIATES, CONSULTANTS HIRED TO WORK <br />WITH THE PLANNING DEPARTMENT TO CREATE THIS MASTER PLAN, APPEARED AND <br />MADE HIS PRESENTATION, <br />HE STATED THAT HE HAS NEVER WORKED ON A MASTER PLAN PROJECT <br />WHERE MORE PEOPLE IN A COMMUNITY HAVE PARTICIPATED, <br />COMMISSIONER SIEBERT ASKED IF MR, ADLEY WOULD ENDORSE THIS <br />MASTER PLAN. <br />MR.
