MR. BRENNAN STATED THAT IN TIME THE COUNTY LANDFILL WILL BE <br />VACATED AND WHAT THAT PROPERTY WILL BE USED FOR IN LATER YEARS IS NOT <br />KNOWN. THERE IS NO INTENTION TO REZONE MR. ARCHER'S PROPERTY, BUT IT <br />MAY BE REZONED AT A LATER TIME, IF THE COUNTY DECIDES TO SELL THEIR <br />PROPERTY AND INDUSTRY COMES IN, THE AREA WILL REMAIN INDUSTRIAL, BUT IF <br />ITIS TURNED INTO A PARK, THE AREA WILL BE REZONED TO RESIDENTIAL. <br />MR, BRENNAN STATED THAT THE ZONING COMMISSION, UPON THE ADOPTION <br />OF THE COMPREHENSIVE LAND USE PLAN, IS GOING TO IDENTIFY PRIORITY AREAS <br />THAT SHOULD BE STUDIED IN WHICH THE COMPREHENSIVE LAND USE PLAN DOES NOT <br />AGREE WITH THE EXISTING AREAS, AND WE ARE GOING TO STUDY THOSE AREAS AND <br />THEN RECOMMEND CHANGES SO THAT THEY WILL CONFORM TO THE ZONING 1AP, <br />COMMISSIONER SCHMUCKER SUGGESTED THAT THE STRAIGHT LINES IN- <br />DICATING BOUNDARY LINES BE ROUNDED SO AS NOT TO BE SO DEFINITIVE. <br />MR, BRENNAN AGREED THAT THE STRAIGHT LINES ARE TOO DEFINITIVE. <br />COMMISSIONER P1ASSEY STATED THAT IT WAS HIS OPINION THAT THOSE <br />BOUNDARY LINES WERE GUIDE LINES AND WE SHOULD ACCEPT IT FOR THAT REASON, <br />COMMISSIONER SCHMUCKER RECOMMENDED THAT THE INDUSTRIAL AREA <br />DISCUSSED BY SMR, ARCHER BE MADE A BLOB INSTEAD OF A DEFINED AREA, <br />MR, SEXTON STATED THAT THERE WILL BE AN ORDINANCE ADOPTED TO <br />GO ALONG WITH THE MASTER PLAN, AND HE READ FROM THE PROPOSED ORDINANCE <br />AS FOLLOWS: <br />"THE LAND USE PLAN IS NOT A CONSTITUTION BUT A GUIDE ONLY TO <br />THE MOST COMPATIBLE, LEAST DISRUPTIVE, USES OF LAND ON A BROAD, <br />GENERAL AREA BASIS WITHOUT IN SOME CASES CONSIDERING THE PRESENT <br />USE OF LANDS INCLUDED THEREIN, A BROAD BRUSH APPROACH WAS USED <br />WITH THE INTENT THAT BOUNDARY LINES NOT BE INTERPRETED AS BEING <br />PERMANENTLY FIXED OR LOCATED, THE PLAN IS NOT ULTIMATELY DEFINI- <br />TIVE, IT IS SIMPLY A GAUGE FOR DETERMINING THE OPTIMUM DESIRABLE <br />DEVELOPMENT UNDER PRESENTLY KNOWN RESOURCES." <br />MR, SEXTON STATED THAT IF THIS PLAN IS ADOPTED, IT WILL BE <br />USED AS A GUIDE LINE, THE ZONING COMMISSION WILL DO THE REZONING, <br />COMMISSIONER SIEBERT ASKED FOR AN EXPLANATION OF THE CONSERVA- <br />TION AREAS, <br />4 <br />MAY 2 9 1975 <br />ROOK <br />Phcc393 <br />
