PAUL "BUTCH" REDSTONE, PRESIDENT OF THE CHAMBER OF COMMERCE <br />APPEARED REPRESENTING THE CHAMBER, HE STATED THAT THEY HAVE BEEN <br />INVOLVED WITH THIS LAND USE PLATY FOR THE PAST THREE YEARS AND THEY <br />RECOMMEND THAT THE COUNTY COMMISSIONERS TAKE THE RECOMMENDATION <br />OF THE CHAMBER OF COMMERCE, THE PLANNING BOARD, THE PLANNING <br />DEPARTMENT AND THE ZONING COMMISSION TO USE THIS LAND USE PLAN <br />AS A GUIDE AND A GUIDE ONLY, <br />DON WILCOX APPEARED AND STATED THAT HE APPEARED BEFORE <br />THE ZONING BOARD AND RECOMMENDED TO THEM THAT THEY ADOPT THE <br />ORDINANCE PREPARED BY ATTORNEY BURCH AND THERE IS ONE BASIC REASON <br />MR, ADLEY OF ADLEY AND ASSOCIATES WAS ASKED IF THIS LAND 'ISE PLAN <br />WOULD BE A ZONING MAP AND HE ANSWERED "NQs" FIE URGED THE BOARD TO <br />ADOPT THE ORDINANCE APPROVED BY THE ZONING COMMISSION TO BE USED AS <br />GUIDE AND TO ADOPT A RESOLUTION AT THAT SAME TIME FOR THE 70NING COMMISSION <br />TO GO BACK AND REVIEW THE AREAS THAT ARE INCONSISTENT, <br />MR, BRENNAN STATED THAT A GREAT DEAL HAS BEEN SAID AND <br />HE DOESN'T KNOW WHERE TO BEGIN, HE CONTINUED THAT THE DIFFERENCE <br />IN PHILOSOPHY SURROUNDING THE IMPLEMENTATION ORDINANCE WAS LARGELY <br />A RESULT OF A DIFFERENCE IN TIMING, HE REMINDED THE COMMISSIONERS <br />THAT THE COMPREHENSIVE PLAN IS FOR GROWTH IN THE COUNTY FROM 1975 <br />TO 1990, HE SAID IT WOULD BE A MISTAKE TO REZONE LAND TO ITS FUTURE <br />DESIGNATED USE, <br />COMMISSIONER WODTKE STATED THAT WE ARE LOOKING AT AN <br />OVERALL COUNTY. COMPREHENSIVE LAND USE PLAN NOT JUST A PARTICULAR AREA <br />ON THE BEACH, IN ORDER TO IMPLEMENT THE WORK THESE FOUR YEARS HAVE <br />TAKEN, I BELIEVE WE DO HAVE TO HAVE SOME TYPE OF ASSURANCE THAT THE <br />PLAN WE HAVE ADOPTED WILL BE UTILIZED AND FOLLOWED ALTHOUGH HE IS <br />NOT IN FAVOR OF MAKING IT MANDATORY WITHOUT MUCH MORE INPUT BY LAND <br />OWNERS IN THE COUNTY,HE WOULD LIKE TO SEE THE BOARD ADOPT IT AS <br />SOMETHING STRONGER THAN A GUIDE LINE, BUT NOT MANDATORY, <br />COMMISSIONER SIEBERT STATED THAT HE SEES THREE DEFINITE <br />PROBLEMS, IT IS THE POSITION OF THE VERO BEACH ASSOCIATION AND OTHERS <br />THAT IF ADOPTED STRICTLY AS A GUIDE THAT THE MASTER PLAN WILL BECOME <br />WORTHLESS AND THE ZONING WILL DICTATE THE CHANGES IN THE MASTER PLAN, <br />17 <br />'loop 23 PACE 17 <br />
