HE CONTINUED THAT ON THE OTHER SIDE OF THE COIN, PEOPLE IN <br />THIS COMMUNITY ARE AFRAID OF A MASSIVE REZONING OF PROPERTY IN THE COUNTY <br />CAUSING CONSIDERABLE CHAOS, AND THAT FUTURE REZONING IN THE COUNTY WILL <br />BECOME SO VERY DIFFICULT BECAUSE THE MASTER PLAN WILL HAVE TO BE CHANGED <br />FIRST. <br />COMMISSIONER SIEBERT INFORMED THE BOARD OF A STATEMENT <br />MADE BY HARRY ADLEY AT THE MAY 29, 1975 PUBLIC HEARING TO THE EFFECT <br />THAT IN COMMUNITIES THAT HAVE ADOPTED THE MASTER PLAN STRICTLY AS A GUIDE,, <br />IT WAS HIS RECOMMENDATION THAT ZONING REQUESTS THAT ARE IN NON-CONFORMANCE'lI <br />WITH THE MASTER PLAN BE HELD AND CONSIDERED ANNUALLY. MR. ADLEY <br />CONTINUED THAT IF YOU DO NOT DEDICATE YOURSELF TO THE MASTER PLAN, THEN <br />THE MASTER PLAN ITSELF WILL BE WORTHLESS. <br />COMMISSIONER SIEBERT CONTINUED THAT CITIZENS OF THE COMMUNITY <br />HAVE ASKED THAT THIS PLAN BE ADOPTED AS A GUIDE. HE STATED THAT IN <br />CONVERSATION WITH FOUR CITIZENS FROM THE COMMUNITY HE ASKED THEM IF <br />THEY WOULD BE CONCERNED WITH REZONING REQUESTS THAT WOULD DICTATE CHANGE <br />IN THE MASTER PLAN RATHER THAN THE OTHER WAY AROUND. THESE CITIZENS <br />ALL STATED BASICALLY THE SAME THING. "IT WOULD BE THE CONCERN OF THE <br />BOARD AND NOT THEIR CONCERN." HE FURTHER ASKED THEM IF THIS ORDINANCE <br />WAS ADOPTED STRICTLY AS A GUIDE, WOULD IT PRESENT A HARDSHIP IF REZONI" <br />REQUESTS THAT CONTRADICT THE MASTER PLAN WERE HELD AT ONE TIME. fl A" <br />ANNUAL BASIS. THEY ANSWERED "IT WOULD BE A PRACTICAL WAY." THEIR CONCERN <br />WAS TO MAKE IT FLEXIBLE SO THAT CHANGE COULD BE MADE, IF NECESSARY. <br />MR. BRENNAN STATED THAT REZONING ANNUALLY WOULD BE A <br />PRACTICAL AND LOGICAL WAY TO HANDLE THIS. <br />COMMISSIONER SIEBERT STATED THAT HE WOULD LIKE TO REQUEST THE <br />ZONING COMMISSION TO CONSIDER REZONING OF PROPERTY THAT CONFLICTS <br />WITH THE MASTER PLAN, ON AN ANNUAL BASIS ONLY. ALL REZONING REQUESTS <br />WOULD BE PLACED ON THE MASTER PLAN SO THAT WE CAN SEE HOW IT WILL <br />EFFECT THE MASTER PLAN. SOME REZONING MIGHT HAVE TO BE REJECTED BE- <br />CAUSE IT DOES NOT CONFORM WITH THE MASTER PLAN OVER THE NEXT 20 YEARS. <br />CONSIDERED BY ITSELF IT MIGHT NOT EFFECT IT, BUT TOGETHER IT MIGHT <br />COMPLETELY CHANGE THE CONCEPT OF THE PLAN. <br />CHAIRMAN LOY ASKED MR. BRENNAN WHICH OF THE REPORTS CONTAIN <br />THE METHODOLOGY USED FOR DEFINING DENSITIES. <br />MR.
