JACK HOCKMAN, FINANCE OFFICER ENTERED THE MEETING AT 8:50 <br />O'CLOCK A.M. <br />CHAIRMAN LOY REQUESTED ON PAGE 15, FOURTH PARAGRAPH, <br />FIFTH LINE THE WORDS "AT THE NEXT MEETING" BE CHANGED TO "AS SOON AS <br />POSSIBLE." <br />CHAIRMAN LOY REQUESTED ON PAGE 28, THIRD PARAGRAPH, <br />FIRST LINE READING, "MR. THOMAS STATED THAT.." BE CHANGED TO READ <br />"MR. THOMAS REPORTED TO THE CHAIRMAN THAT..." <br />THESE CORRECTIONS HAVING BEEN MADE, A MOTION WAS MADE BY <br />COMMISSIONER WODTKE, SECONDED BY COMMISSIONER MASSEY, THE BOARD <br />UNANIMOUSLY APPROVED THE MINUTES OF THE REGULAR MEETING OF MAY 21, <br />1975, AS WRITTEN. <br />THE CHAIRMAN STATED THAT NEW GUIDE LINES HAVE BEEN <br />ADOPTED BY THE STATE OF FLORIDA REGARDING PROCEDURES TO APPOINT <br />AND REAPPOINT THE CIVIL DEFENSE DIRECTOR. THESE NEW GUIDELINES WILL <br />BECOME EFFECTIVE JUNE 1, 1975. WE HAVE BEEN ASKED TO APPROVE THESE <br />NEW PROCEDURES AND ABIDE BY THEM AND ALSO, TIME IS APPROACHING WHEN <br />WE WILL HAVE TO SEEK RECONFIRMATION OF OUR CIVIL DEFENSE DIRECTOR, <br />EDWARD JACKSON. <br />THE CHAIRMAN STATED THAT ACCORDING TO THESE GUIDELINES, THERE <br />ARE TWO BASIC DIFFERENCES IN THE NEWLY ADOPTED PROCEDURES: <br />1. APPLICATIONS HAVE TO BE SENT TO THE STATE FOR APPROVAL; <br />2. THE REAPPOINTMENT OF AN EXISTING CIVIL DEFENSE DIRECTOR <br />REMAINS WITH THE BOARD. <br />THERE SEEMS TO BE SOME QUESTION WITH THE STATE AS TO WHETHER <br />OR NOT WE HAVE A FULL TIME DIRECTOR OR A PART TIME DIRECTOR. ED JACKSON, <br />CIVIL DEFENSE DIRECTOR WAS ASKED, HOW MUCH TIME DOES HE FEEL IS NECESSARY <br />,TO CARRY OUT THE PROGRAMS THE BOARD HAS ASKED TO BE CARRIED OUT. <br />MR. JACKSON STATED THAT BASED ON WHAT HAS BEEN ACCOMPLISHED <br />IN THE PAST, HE WOULD STATE AN AVERAGE OF THREE HOURS A DAY. HE <br />CONTINUED THAT TODAY THE EMPHASIS IS ON PREPAREDNESS IN THE EVENT OF A <br />NATURAL DISASTER, HE HAS TRIED TO UP -DATE THE COUNTY'S PLANS IN CON- <br />NECTION WITH THE GROWTH IN THE BEACH AREA. THESE PLANS HAVE TO BE AP- <br />PROVED ON A STATE LEVEL BEFORE THEY COME DOWN TO THIS BOARD FOR APPROVAL. <br />THE STATE WOULD PREFER TO HAVE A FULL TIME DIRECTOR. MR. JACKSON <br />STATED THAT HE DID NOT APPLY FOR THIS JOB ON A FULL TIME BASIS AND IF <br />THE BOARD DECIDES TO GO ALONG WITH STATE GUIDE LINES FOR A FULL TIME <br />DIRECTOR, HE WOULD NOT BE INTERESTED. <br />2 <br />AM 4 1J75 <br />PAGE t, 2 <br />
