<br />(2) TERMS OF OFFICE; REMOVAL
<br />FROM OFFICE; VACANCIES. -:-Members of
<br />the commission shall be appointed for stag-
<br />gered,terms of such length as may be deter-
<br />mined jointly by the governing bodies involved
<br />and shall serve until their successors are ap-
<br />pointed. Original appointments may be made
<br />for a lesser number of years so that the terms
<br />of the said members shall be staggered. The c
<br />governing body creating the commission is t
<br />authorized to remove any member of the com- •
<br />mission for cause after written notice and pub- s
<br />lie hearing. Any vacancy occurring during the
<br />unexpired term of office of any member shall be a
<br />filled by the governing body concerned for the s
<br />remainder of the term. Such vacancy shall be a
<br />filled within thirty days after the vacancy c
<br />occurs.
<br />(3) OFFICERS. RULES OF PROCEDURE, n
<br />EMPLOYEES AND SALARIES.— s
<br />(a) The commission shall elect a chairman t
<br />and a vice-chairman from among its members. e
<br />The commission shall appoint a secretary who 0

<br />(b) The commission shall meet at regular in
<br />intervals to be determined by it and at such
<br />other times as the chairman or commission a

<br />findings and determinations. which record shall
<br />be ..a public record. All meetings of the com- g
<br />mission shall be public.
<br />(c) The commission may, subject to the ap- b
<br />proval of the governing body concerned and fo
<br />within the financial limitations set by appro- r
<br />pria._ons made or other funds available, eni- di
<br />ploy such experts, technicians, and staff as th
<br />may be deemed proper and pay their salaries,
<br />contractual charges and fees, and such other sa
<br />expenses as are necessary to conduct the work
<br />of the commission- T
<br />(d) Nothing in this part shall prevent the sti.
<br />governing body of a county or incorporated
<br />t:aunicipality that participates in creating a ut
<br />commission serving two or more jurisdictions ut
<br />from continuing or creating its own commis- fu
<br />sion. It may assign to the commission serving a;
<br />two or more jurisdictions any or ali of the
<br />functions, powers and duties of its own com-
<br />mission, whereupon the functions, powers and
<br />duties so assigned shall no longer be exercised sic
<br />by its own commission but shall thereafter be to
<br />exercised by the commission serving two or pr
<br />snore jurisdictions. de
<br />(4) APPROPRIATIONS, FEES AND OTH- an
<br />ER INCOME.—The governing body for the pro
