JUN 4 1975 <br />`"f <br />(d) To allocate and distribute commercial lands for retail, <br />service, tourism and office facilities in quantities and <br />patterns based upon planning principles and standards. <br />(e) To provide a basis and plan for the location and program- <br />ming of public services and"utilities and to coordinate <br />the phasing of public facilities with private development. <br />(f) <br />To make provision for a traffic circulation system coor- <br />dinated with land uses and densities, and adequate to <br />accommodate necessary traffic movement. <br />SECTION V <br />That commencing with the effective date of this ordinance, no appli- <br />cation for rezoning in conflict with the Vero Beach Master Land Use Plan <br />shall be considered, unless the plan is first amended to reflect the change <br />in zoning sought. <br />SECTION VI <br />That annually the Vero Beach Master Land Use Plan be reviewed by <br />the Parks, Planning and Zoning Commission to determine if <br />any area have changed, or, the forces of growth, economic <br />acter and distribution of population and the technique of <br />changed to preserve the overall integrity of the plan. <br />conditions in <br />conditions, char - <br />planning have <br />SECTION VII <br />That the Parks, Planning and Zoning Commission is hereby directed <br />to begin an in depth study of the problem areas existing in the incorporated <br />area of the City to determine if those areas should come into, alignment with <br />the Vero Beach Master Land Use Plan and when this has been accomplished, the <br />Commission shall either recommend to or seek the advice of Council as to <br />future action.
