In this re- <br />gard, the Commission shall finally determine any zoning <br />recommendation. <br />(d) A public hearing on any recommended zoning change, prior <br />to which the following should occur: <br />(1) Notice of the hearing mailed by certified mail - return <br />receipt requested, fifteen days prior to the hearing <br />to affected property owners, which notice should in- <br />clude a legal description of the property to be rezoned <br />with an area map; the existing zoning classification; <br />the proposed zoning classification and the time and place <br />of the hearing. <br />(2) Notice published at least fifteen days in advance of <br />the hearing in a newspaper of general circulation in the <br />City of Vero Beach. <br />(e) Following the hearing before the Parks, Planning and Zoning <br />Commission, a recommendation to the City Council advising of <br />the rezoning determined appropriate. <br />After receipt of the recommendation, a public hearing before <br />the Council, notice of which should be published as above <br />indicated. <br />(f) <br />SECTION VIII <br />All ordinances or parts of ordinances in conflict herewith be and <br />the same are expressly repealed. <br />SECTION IX <br />If any section, subsection, clause, sentence or phrase of this ordi- <br />nance and its incorporated matters is for any reason held unconstitutional <br />or invalid, this shall not affect the validity or constitutionality of any <br />of the remaining portions of 'this ordinance. <br />by law. <br />all 4 1975 <br />SECTION X <br />This ordinance shall take effect upon its passage and as provided <br />-5- <br />Pririli 4", PAU 41 <br />
