PRYOR WHO IS RE- <br />QUESTING REZONING OF PROPERTY LOCATED IN WEONA PARK SUBDIVISION, APPEARED <br />AND MADE HIS PRESENTATION'.' <br />ROBERT BERG, ASSISTANT PLANNING DIRECTOR, APPEARED AND IN- <br />FORMED THE BOARD THAT THE PROPERTY IN QUESTION IS LOCATED IN THE AREA <br />OF WABASSn ROAD AND U.S. HIGHWAY 1. HE CONTINUED THAT AT THE ZONING <br />BOARD MEETING THE PLANNING DEPARTMENT DID NOT RECOMMEND APPROVAL BECAUSE <br />IT CONSTITUTES SPOT ZONING, BUT THE ZONING COMMISSION DID RECOMMEND <br />APPROVAL. <br />CHAIRMAN LOY ASKED IF THERE WERE SOME CHANGES IN THE ORIGINAL <br />REZONING REQUEST, <br />ATTORNEY MANNING STATED THAT MR. PRYOR HAS VOLUNTARILY OFFERED <br />TO ERECT A PERMANENT TYPE FENCE ABOUT FOUR FEET HIGH AROUND CERTAIN <br />PERIMETER OF THE PROPERTY. THE ONLY INGRESS AND EGRESS TO THIS PROPERTY <br />WOULD BE FROM POINSETTIA AVENUE. THIS PROPERTY WAS USED AS A USED CAR LOT. <br />MR. BERG STATED THAT THERE WAS A LETTER OF OBJECTION BECAUSE <br />OF THE LAST USE OF THE PROPERTY, THIS AREA IS ZONED C-1A RESTRICTED <br />COMMERCIAL DISTRICT, AND THE PLANNING DEPARTMENT HAS BEEN STUDYING IT <br />AS THE AREA IS RESIDENTIAL IN CHARACTER. IT IS THE PLANNING <br />DEPARTMENT'S RECOMMENDATION TO REDUCE THE COMMERCIAL IN THIS AREA, <br />MR. MANNING STATED THAT THE PROPERTY TO THE EAST IS A NON- <br />CONFORMING MOBILE HOME PARK IN AN ORANGE GROVE. <br />COMMISSIONER SCHMUCKER ASKED HOW THIS AREA IS DESIGNATED ON <br />THE COMPREHENSIVE LAND USE PLAN. <br />MR. BERG STATED THAT IT IS DESIGNATED AS COMMERCIAL, <br />MR. PRYOR APPEARED AND STATED THAT HE IS A LICENSED CAR RENTAL <br />DEALER IN THE STATE OF FLORIDA AND HAS BEEN FOR FOUR YEARS. <br />THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO SPEAK, AND <br />DEWEY WALKER, ZONING DIRECTOR, APPEARED AND STATED THAT THEY HAD RECEIVED <br />AN OBJECTION FROM A MRS. MILLER TO THIS TYPE OF BUSINESS AS IT WOULD BE <br />A DISTURBANCE TO HER. THEY OWN THE THIRD LOT TO THE NORTH OF MR. PRYOR'S <br />PROPERTY IN THE NON-CONFORMING MOBILE HOME PARK. MR.
