FLORIDA 32201 <br />Ms. Alma Lee Loy, Chairman <br />Indian River County Board of Commissioners <br />County Courthouse <br />Vero Beach, Florida 32960 <br />5 September 1975 <br />Dear Ms. Loy: <br />This is in regards to your letter of 29 August 1975 in which you <br />requested the Corps to evaluate a presentation made to the com- <br />mission by a Mr. Roger Jeeves concerning the "jacks" beach erosion <br />control system and to indicate to your commission why the jacks <br />system was not included as one of the conceptual alternatives <br />presented to the county as part of theIndian River County Beach <br />Erosion Control and Shore Protection Study. <br />First of all, it should be stated that the concept of a detached <br />semi•sutmterged offshore breakwater constructed using concrete armor <br />units (tetr4Pods) in lieu of rubble -mound stone was considered in <br />the study. This alternative provided for the construction of seven <br />tetrapod breakwaters plus provisions for a protective sand beach <br />40 -feet wide extending from Jaycee Beach Park south to the Riomar <br />Country Club. It was comparable to Concepts K and L of Inclosure 1. <br />This concept was planned using similar specifications as were used <br />to design the breakwaters and jetties mentioned on page 1 of. <br />Mr. Jeeves' statement to your commission (Inclosure 2). Their estimated <br />initial cost amounted to nearly $18,000,000. Because of this <br />staggering figure, the concept was thought not to meet the study's • <br />planning objectives and was, therefore, not considered. <br />What we believe to be the specific concept proposed by Mr. Jeeves, <br />that of placing approximately 4,000 reinforced concrete units in the <br />surf zone at and near Vero Beach, is not being addressed in our study. <br />As we can surmise from the copy of Mr. Jeeves' statement you furnished <br />and recent local newspaper articles, the 4,000 six -pronged units would <br />be placed in approximately 6 to 10 feet, of Inter, or about 200 to <br />350 feet offshore along a 4 -mile stretch of shoreline at and near Vero <br />Beach.
