MR. ROBINSON STATED THAT AT THE PRESENT TIME, THEY INDICATED THEY <br />DID NOT WANT -TO HOOK-UP TO THIS SYSTEM. MR. ROBINSON CONTINUED THAT <br />THERE WILL BE NO REQUIREMENT THAT ANYONE HAS TO HOOK-UP TO THIS SYSTEM. <br />JAMES BEINDORF,' ENGINEER, REPRESENTING LAUREL HOMES, INC. <br />APPEARED AND STATED THAT HE WILL BE THE ENGINEER IN CHARGE OF THIS <br />SEWER AND WATER FACILITY AND HE FEELS THAT THIS IS A WAY THE COUNTY <br />COULD GET A START ON A COUNTY -WIDE SEWER AND WATER SYSTEM. <br />COMMISSIONER SIEBERT EXPRESSED CONCERN ABOUT THE PRECEDENT <br />THAT APPROVING THIS FRANCHISE WILL SET. <br />ATTORNEY BOGOSIAN STATED THAT A ONE MILLION GALLON PER DAY <br />PLANT IS A GOOD START ON A COUNTY -WIDE SYSTEM. <br />COMMISSIONER SCHMUCKER STATED THAT A DEVELOPER COULD COME IN <br />TO THIS AREA, PUT IN A SMALL PACKAGE PLANT AND NOT HOOK-UP TO THE <br />LAUREL HOMES PLANT. <br />MR. ROBINSON STATED THAT IT WOULD BE ECONOMICALLY FEASIBILE <br />FOR ANYONE TO COME INTO THIS AREA AND HOOK-UP TO THIS PLANT RATHER <br />THAN BUILDING HIS OWN SMALL PACKAGE PLANT. <br />MR. ROBINSON STATED THAT THEY HAVE PLANS TO DEVELOP MORE THAN <br />LAUREL WOOD SUBDIVISION AND IT WAS THEIR DECISION TO PUT UP ONE LARGE <br />TREATMENT PLANT INSTEAD OF A SMALL TREATMENT PLANT FOR EACH AREA. <br />CHAIRMAN LOY STATED THAT WE ARE BEING ASKED TO AUTHORIZE A <br />PRIVATE UTILITY COMPANY TO BUILD A LARGER PLANT WHICH WILL HAVE THE <br />POTENTIAL OF SERVING AN AREA 20 TIMES GREATER THAN WHAT THEY ARE <br />ASKING TO BE APPROVED AS OF THIS DATE. AS WE GET MORE AND MORE <br />SMALLER PLANTS, THE DEPARTMENT OF POLLUTION CONTROL MIGHT PUT HANDS <br />DOWN ON THEM. THE BOARD WILL HAVE TO GIVE SERIOUS THOUGHT TO POSSIBLY <br />CHANGING THEIR DIRECTION. <br />COMMISSIONER SIEBERT QUESTIONED IF THE BOARD SHOULD CONSIDER <br />CHANGING THE UTILITY FRANCHISE REQUIREMENTS OR SHOULD THEY CONSIDER <br />THIS REQUEST ON ITS OWN MERITS. <br />MR. BEINDORF STATED THAT HE FEELS IT SHOULD BE CONSIDERED ON <br />A CASE BY CASE BASIS. <br />ATTORNEY COLLINS STATED THAT THE PROBLEM HE SEES IS THAT <br />THE COUNTY DOES NOT KNOW THAT THE DEVELOPER WILL FOLLOW THROUGH WITH <br />WHAT THEY HAVE STATED.
