SEP 2 41975 <br />CHAIRMAN LOY SAID YOU ARE INDICATING THAT THESE WILL FALL <br />UNDER PRIVATE OWNERSHIP. <br />MR. HOFMANN AGREED AND STATED THAT THEY WILL HAVE THE $5,000 <br />HOMESTEAD EXEMPTION. HE CONTINUED THAT THESE ARE ALL ON PERMANENT <br />FOUNDATIONS AND THE WHEELS ARE REMOVED. THE HOMES WILL RANGE FROM <br />$15,000 TO $20,000 INCLUDING THE LOT, <br />CHAIRMAN LOY ASKED FOR THE COMMENTS OF THE PLANNING DEPARTMENT. <br />VAL BRENNAN, PLANNING DIRECTOR, NOTED THAT THE ZONING COMMIS- <br />SION HAS RECOMMENDED DENIAL. HE ALSO POINTED OUT THAT IF THESE WERE <br />MODULAR HOMES YOU WOULDN'T NEED ANY CHANGE OF ZONING, BUT THESE ARE <br />MOBILE HOMES AND COME IN ON WHEELS WHICH ARE THEN REMOVED AND THEY <br />BECOME.PERMANENT IN PLACE. <br />ROBERT BERG, ASSISTANT PLANNING DIRECTOR, EXPLAINED THAT A <br />MODULAR HOME IS CONSTRUCTED COMPLETELY ACCORDING TO THE BUILDING CODE <br />WHILE MOBILE HOMES ONLY HAVE TO COMPLY WITH STATE REGULATIONS WHICH ARE <br />QUITE DIFFERENT. <br />MR, BRENNAN FURTHER STATED THAT HOUSING AND URBAN DEVELOPMENT <br />DOES NOT RECOGNIZE MOBILE HOMES AS MEETING THE NEED FOR LOW COST HOUSING <br />EVEN THOUGH YOU CAN GET THE FINANCING. HE CONTINUED THAT AT THE ZONING <br />MEETING THE SUBJECT OF AVAILABILITY OF SERVICES WAS DISCUSSED AS A <br />SUBDIVISION OF THIS SIZE WILL REQUIRE MORE SHERIFF SERVICE AND FIRE <br />PROTECTION, ETC. <br />DISCUSSION FOLLOWED ON THE NUMBER OF MOBILE HOME SITES NOW <br />AVAILABLE. IT DEVELOPED THAT THERE ARE NUMEROUS MOBILE HOME SITES <br />PRESENTLY AVAILABLE, BUT THESE ARE ALMOST COMPLETELY RENTAL SITES. IT <br />WAS DETERMINED THAT THERE ARE ONLY ABOUT 26 AVAILABLE SPACES IN THE <br />COUNTY FOR A PERMANENT TYPE MOBILE HOME SITE AND SOME OF THESE MAY NOT <br />BE FOR SALE. <br />COMMISSIONER MASSEY ASKED IF THIS IS IN A WATER RESERVOIR AREA. <br />ROBERT BERG SAID THAT ENVIRONMENTAL RESEARCH SHOWS THAT 95% <br />OF THE SITE IS IMPROVED PASTURE; THE LAND IS LOW AND SANDY AND WILL RE- <br />QUIRE MUCH FILL AND YOU WOULD HAVE A DRAINAGE PROBLEM. <br />-73- <br />flax 23 ., :.39O <br />
