THE BOARD THEN DISCUSSED THE RATE SCHEDULE ON PAGE NINE OF <br />THE PROPOSED FRANCHISE, <br />COMMISSIONER SCHMUCKER STATED THAT HE FEELS THERE SHOULD BE, <br />SOME UNIFORMITY IN RATES, <br />COMMISSIONER SIEBERT STATED THAT HE REALIZED THESE RATES ARE <br />HIGH, BUT HE FEELS PROBLEMS ARISE WHEN THE RATES ARE TOO LOW BECAUSE THE <br />OWNERS CANNOT MAINTAIN THE SYSTEM WITH WHAT THEY ARE CHARGING. IF THEY <br />CAN MAINTAIN A GOOD SYSTEM WITH THESE RATES, HE WOULD AGREE TO THEM, <br />CHAIRMAN LOY STATED THAT SHE DOES NOT BELIEVE THESE RATES TO <br />BE OUT OF LINE, AND THEY WILL APPLY STRICTLY TO THE PEOPLE INVOLVED IN <br />THIS SUBDIVISION. <br />THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD; THERE <br />WERE NONE. <br />ATTORNEY COLLINS RECOMMENDED TO THE BOARD THAT THIS FRANCHISE <br />NOT BE AN EXCLUSIVE FRANCHISE. <br />MR, BOGOSIAN HAD NO OBJECTION TO CHANGING IT TO A NON-EXCLUSIVE <br />FRANCHISE, <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />WODTKE, THE BOARD UNANIMOUSLY GRANTED A 40 YEAR NON-EXCLUSIVE SEWER AND <br />WATER FRANCHISE TO CUSTOMER SERVICE, INC. FOR LAURELWOOD SUBDIVISION, <br />SUBJECT TO AN AMENDMENT OF DEFINITIONS ON PAGE 2, ITEMS H, I, J, AND K. <br />THE BOARD RECESSED AT 12:19 O'CLOCK P.M.
