CHAIRMAN LOY STATED THAT SHE IS GOING TO HAVE TO OPPOSE THIS <br />REZONING REQUEST. SHE CONTINUED THAT THE PROPOSED CHANGE CREATES SOME- <br />WHAT OF AN ISOLATED DISTRICT UNRELATED TO THE DISTRICT AROUND IT. SHE <br />DOES NOT'FEEL IT WILL ANSWER THE COUNTY'S NEED FOR LOW COST HOUSING, AND <br />THE STANDARDS USED FOR THE BUILDING OF MOBILE.HOMES ARE NOT THE SAME <br />STANDARDS USED FOR CONVENTIONAL HOUSING, SHE FEELS IT WOULD BE DETRIMENTAL <br />TO THE PROPERTY OWNERS WHO LIVE IN THE ADJACENT AREAS. SHE ALSO FEELS A <br />PROJECT OF THIS SIZE SHOULD GO THROUGH DEVELOPMENT OF REGIONAL IMPACT RE- <br />VIEW, BASED ON THE INFORMATION PRESENTED, SHE WAS NOT CONVINCED THIS <br />PROJECT BELONGS IN THIS AREA, <br />MR, HOFMANN STATED THAT ONE HALF MILE DOWN THE ROAD IS AN EXIST- <br />ING TRAILER PARK. <br />COMMISSIONER SIEBERT STATED THAT HE AGREES WITH WHAT CHAIRMAN <br />LOY HAS STATED AND CONTINUED THAT YOU CANNOT BASE A DECISION ON WHAT THE <br />DEVELOPER SAYS HE WILL DO. R-1PM PERMANENT MOBILE HOME DISTRICT ALLOWS <br />8.7 UNITS PER ACRE DENSITY AND THAT IS WHAT WE HAVE TO SAY IT WILL BE. <br />THIS WOULD BE A FORM OF STRIP ZONING, AND WE WOULD BE CREATING A NEW TYPE <br />OF ZONING IN THAT AREA, <br />COMMISSIONER SCHMUCKER STATED THAT THE ONLY DIFFERENCE BETWEEN <br />THIS HOME AND AN R-1 SINGLE FAMILY RESIDENT IS PRIMARILY IN THE TYPE OF <br />STRUCTURE.THE PROBLEM IN THIS COUNTY IS THERE IS NO WAY TO CONSTRUCT A <br />$20,000 HOME. THERE ARE MODULAR HOMES ON THE MARKET THAT ARE OF VERY GOOD <br />CONSTRUCTION, BUT THEY ALSO RUN UP INTO $30,000. HE SUGGESTED THAT WE <br />REFER THIS REQUEST BACK TO THE ZONING COMMISSION TO CREAT A NEW PERMANENT <br />MOBILE HOME DISTRICT OF FOUR UNITS PER ACRE AND SEE IF THE ZONING COMMIS- <br />SION WILL THEN APPROVE THIS REQUEST. <br />MR, HOFMANN STATED THAT THERE IS A SECTION OF THE BUILDING CODE <br />THAT THE TRAILER HOME FALLS UNDER, AND THEY HAVE TO BUILD TO CERTAIN <br />SPECIFICATIONS. F.H.A. FINANCING IS CONTROLLED AS TO QUALITY. <br />CHAIRMAN LOY STATED THAT NO ONE HAS PRESENTED ANYTHING THAT <br />ASSURES US THAT THIS WILL HANDLE LOW COST HOUSING FOR OUR PEOPLE. %TILL <br />THIS MEET ALL ITS NEEDS, BASED ON A $15,000 TAXABLE VALUE FOR THE SERVICES <br />NEEDED, IT WILL NOT BALANCE OUT.
