Florida Resource Conservation and Development <br />Council, a voluntary association of local governmental units consisting <br />of Brevard, Indian River, Lake, Orange, Osceola, Volusia and Seminole <br />• <br />Counties. <br />'ARTICLE II <br />DEFINITIONS <br />Program Sponsor A local unit of government which is one of the <br />sponsors of an application for a Resource <br />Conservation.Development Program. <br />• <br />Program Council A group selected by the program sponsors for the <br />purpose of accomplishing objectives of the <br />• <br />Resource Conservation'and Development Program.• <br />Project Sponsor Any governmental unit including, but not limited <br />. to, county, soil and water conservation district <br />• <br />Project Plan . <br />drainage district, or other special.purpose district. <br />A framework document presenting the sponsors ob- • <br />jectives, resources, and possible alternative sglr f'r <br />•tions to problems and opportunities to develop the <br />►. •resources.
