To make application to the U. S. Department of Agriculture through • the Soil Conservation Service for technical and financial assist- . ance to plan and carry out a comprehensive resource conservation and development program. 2. To improve economic conditions within the project area through the acceleration of -conservation measures, including the proper use of • land, water, plant and wildlife resources. 3. •To cooperate with local, state and federal agencies in carrying out the objectives of the sponsors. •'. To set priorities on projects which are proposed by local units • of government within the project area. S.
