The January meeting shall be the <br />annual meeting. Special meetings may be held more frequently as deter- <br />• mined by the Chairperson. <br />• <br />• <br />Attendance of a majority of council member; or proxies shall constitute <br />•a quorum for conducting official business. <br />• <br />ARTICLE VIII <br />OPERATING FUNDS <br />The Council Secretary -Treasurer shall chair a budget committee which <br />will prepare a proposed budget for the followingjyear for consideration <br />by the Council. The.
